Description
The governance of the 2021-2027 ESF+ Programme of PAT involves two distinct authorities, the Managing Authority and the Audit Authority. In addition, a joint Monitoring Committee for the ESF+ and ERDF Programmes is established to monitor their implementation.
MANAGING AUTHORITY
The Managing Authority (MA) of the ESF+ Programme 2021-2027 of the Autonomous Province of Trento has been identified in theUMSE Europe.
The MA is responsible for managing and coordinating the implementation of the Programme in order to achieve its objectives. The MA therefore applies all the measures (organisational and procedural) to ensure that the financial resources are used correctly and that the European, national and provincial regulations are complied with.
In particular, the MA selects the operations to be implemented under the ESF+ Programme of PAT, ensuring that such operations comply with the Programme and are consistent with the strategies outlined therein, and that they provide an effective contribution to the achievement of the specific objectives of the Programme. The MA also puts in place effective and proportionate anti-fraud measures, taking into account the level of risk presented by each operation. At the same time, the Authority carries out management checks to ensure that the operation has actually been implemented and that the expenditure incurred complies with the applicable law.
The Managing Authority works in cooperation with the competent provincial structures (SPCs) identified during programming to implement ESF+ actions. For the 2021-2027 programming period, the following structures have been identified:
- Employment Agency, hinged within the Economic Development, Research and Labour Department;
- Social Policies Service, hinged within the Health and Social Policies Department;
- Professional Training, Tertiary Training and System Functions Service, hinged within the Education and Culture Department;
- Education Service, hinged within the Education and Culture Department;
- Educational Activities for Children Service, hinged within the Education and Culture Department;
- UMSt Digitisation and Networks, hinged within the General Directorate;
- Organisation, Personnel and Innovation Department;
- Economic Development, Research and Employment Department;
- Agency for Social Cohesion, hinged within the Education and Culture Department.
The organisation and the procedures related to the functions and tasks of the MA and the PES are described in detail in the document "Management and control system" approved by Resolution of the Provincial Council no. 1119 dated 23 June 2023 and updated, in its second version, by Resolution of the Provincial Council no. 919 dated 21 June 2024.
AUDIT AUTHORITY
The Audit Authority (AA) of the ESF+ Programme of PAT has been identified in the Service for the coordination of the finance of the entities of the provincial public financial system as of 8 March 2024 (previously in the Service for local linguistic minorities and European audit).
The AdA is in charge of the so-called second-level control, i.e. the whole complex of administrative and on-the-spot checks that concern the management and control systems of the ESF+ Programme, in order to assure the European Commission that the expenditures submitted to it are legitimate and regular, and that the management and control systems function effectively.
In particular, the AA is responsible for carrying out systems audits, audits of operations and audits of accounts, which are carried out on the basis of a risk assessment.
MONITORING COMMITTEE
