Mineral exploration permits and mining concessions for solid minerals, as well as for mineral water for bottling, are regulated by Provincial Law 14/2020 of 11 December 2020 and its implementing regulation, Presidential Decree 20-26/Leg of 3 December 2024.
Law 14/2020 regulates the research, cultivation and utilisation of deposits of first category mineral substances, identified pursuant to Article 2, second paragraph, of Royal Decree No. 1443 of 29 July 1927 (Norme di carattere legislativo per disciplinare la ricerca e la coltivazione delle miniere nel regno), with the exception of thermal waters.
The exploration permit for deposits of solid mineral substances has as its object the exploration of a determined portion of territory for the identification of a deposit, without compromising or damaging the environment and the territory.
The permit includes the geological study of the area of interest, geognostic investigations and drilling necessary to identify the deposit and define its extent.
It is valid for no more than three years, subject to an extension of a further year to complete the exploration.
On expiry of the exploration permit, the holder submits the final account of the expenses incurred in the exploration activity, a final report, and any manifestation of interest in the granting of the production concession in its favour
The miningconcession is granted by the Province in compliance with the principles of competition, equal treatment, non-discrimination, impartiality, transparency, publicity and environmental protection.
New concessions for solid minerals, like those for mineral water for bottling, are awarded through a competitive procedure, following the expiry of the mining concession or in the event of successful exploration.

Mining: exercise of activity (solid minerals, mineral and thermal waters)
The purpose of this service is to allow the issue of new mining exploration permits and new thermal water concessions; it also allows the management of situations modifying existing mineral titles (extension, extension, lapse..)
New concessions for bottled mineral water and new concessions for solid minerals are awarded by competitive procedure.
