PrInS - Social Intervention Projects (React EU)

The project was set up to respond to a real need in the area, that of caring for the homeless, which had been exacerbated by the crisis caused by the Covid 19 pandemic.
One project was implemented in the area, involving the municipalities of Trento and Rovereto, as the majority of homeless people are to be found in these two municipalities.

The project included two actions

1. emergency social intervention (PIS)
   The project envisages linking the actions already present in tackling this social phenomenon, integrating them with new ones that will try to provide specific answers to the problems emerging in marginalisation by creating an always operational centre to decode the emergency, possibly activating a social team and an emergency response and taking ordinary care by the competent territorial services;
2. access to the registry residence and poste restraint
   This action aims to intervene in order to standardise the procedure for registering the registry residence of the homeless.

Carrying out social and emergency interventions in favour of the homeless or in situations of extreme poverty or marginality.

The project aims to

• set up an emergency intervention service throughout the province that can intervene in social emergency situations by providing immediate answers even when ordinary social services are closed;
• facilitateaccess to the Registry Residence and availability through the Fermo Posta service for homeless people.

For the implementation of the project, the municipalities of Trento and Rovereto are involved as partners.

The implementation of the NRP in Trentino fits coherently into the programme framework for sustainable provincial development, according to the policies identified in the provincial Economic and Financial Document and its Update Note.

The project activities financed by Prins Notice 1/2021 ended on 31.12.2023.

Results achieved:

The Pronto Intervento Sociale (Emergency Social Intervention) service was implemented in partnership with the involved municipalities of Trento and Rovereto, which gave answers to 120 requests for intervention in the first six months of activity (July - December 2023) . The service will continue its activity with provincial funds.
The Trentino model was incorporated in a special provincial resolution (Del. G.P. n. 2075 of 20 October 2023).

A document was drafted and shared with the partner entities, which presents the provincial guidelines to favour the acquisition of registry residency for those entitled to it. The document has been shared with local stakeholders and is in the process of being validated by them. At the end of this phase, the process for the implementation in the territory of the guidelines for access to the registry office residence and the poste restante service will begin, subject to a provincial resolution approving the document.
