Plan for securing and upgrading school buildings

The investment focuses on the renovation, structural safety and energy upgrading (improvement of energy classes) of the gymnasium building at the "G. Floriani" institute in Riva del Garda through

• the energy and seismic improvement of the structure, specifically the replacement of the existing roof with a lighter, adequately insulated wooden one.

For Mission 4 Component 1 Investment 3.3 of the NRP, the following projects are also planned for the Province of Trento:

To increase the safety of school buildings, to ensure a real and effective usability of educational environments as educational resources that contribute to the growth of young people, and to reduce the energy consumption of buildings.

The main objectives of the Floriani building project in detail are

• the improvement of energy classes with consequent reduction of consumption and CO2 emissions;
• increasing the structural safety of the buildings.

The actions that will be undertaken will also have as key objectives increased well-being for those who frequent the building on a daily basis and attention to seismic response, as required for interventions on school buildings by national legislation.

Target: The project contributes to the national target of renovating or reconstructing at least 2,784,000 m² of school buildings, or approximately 2,100 school buildings.

The PNRR intervention at the Floriani Institute in Riva del Garda contributes to the Target with 890 m² for 1 school building.

The implementation of the NRP in Trentino fits coherently into the programme framework for sustainable provincial development, according to the policies identified in the provincial Economic and Financial Document and its Update Note.

PNRR funding € 1,764,823.48

The Province of Trento entrusted Engineer Cestari with the executive design of the structural works (Determination rep. 5463 of 25 May 2023 of the manager of the Civil Works Service-APOP).

With subsequent Determination no. 6744 of 21/6/2023 (and its integration with Determination rep. 8519 of 3/8/2023), the executive design of the structural and energy upgrading works of the Gymnasium Body was approved.

The same deed also constituted a contractual determination for the same works and, since the urgency of being able to commence the tender procedure and the consequent unreasonable nature of the works was evident, in order to ensure compliance with the timeframe set forth in the Concession Agreement, the early execution of the works was authorised, as a matter of urgency, prior to the signing of the contract pursuant to Article 46, paragraph 1, of Provincial Law 26/93, as amended and supplemented.

The negotiated procedure of the works was carried out with the following timing: the deadline for the submission of bids and the subsequent opening of the envelopes took place on 4 September 2023 and the works were awarded to the company COSTRUZIONI DALLAPE' SRL (determination of the manager of the Civil Works Department-APOP rep. 10086 dated 14/9/2023).

With resolution no. 1857 of 13 October 2023, the Extraordinary School Building Investment Plan was confirmed as per paragraph 6 of Article 5 of Provincial Law no. 27 of 27 December 2010 - nineteenth update. Among these, the intervention at the "G. Floriani" Institute was confirmed.

By resolution rep.14588 of 22 December 2023, the static inspection of the work was entrusted to engineer Giorgio Rasera with his own studio in Trento.

The work was completed on 17.05.2024 with the approval of the TA inspection.

Overall, the seismic response of the structure was improved by replacing the load-bearing structure of the reinforced concrete roof with a lighter one with glulam beams. Energy efficiency was achieved by insulating the dispersing surfaces.
