General information
The project deals with the growing phenomenon of migration of competent young people who grew up in the Alpine area and move from less developed areas to other European regions.
The project aims to develop and test new mechanisms of shared governance, e.g. the establishment of councils, observatories or networks, in order to increase the cooperation capacity and the decision-making process of the stakeholders of the Alpine Space regions towards the understanding and management of migration phenomena of young people in the Alpine area.
The project intends to promote a triple-win situation (for regions of origin of young people, for regions of arrival and for young migrants) through joint projects and the circulation of competences.
Goals
In many regions and areas of the Alpine region, especially mountainous ones, we have been witnessing for some time now a strong push towards a new mobility of skilled labour, especially of young people towards other countries and regions, often within the Alpine arc itself. Hence an impoverishment in terms of human resources of the mountain regions from which this mobility comes.
On the other hand, the territories into which the mobility flows result in the acquisition of valuable resources for their further economic and social development, thus causing a deterioration of territorial cohesion levels and imbalances in economic development and quality of life between regions, areas and territories of the Alpine region.
The project's macro-regional approach fosters greater cooperation in order to overcome existing challenges by providing adequate and shared governance tools that enable the "transfer" of economic and social competences and values through processes of "circularity" and return without necessarily envisaging the mobility or permanent physical return of the people these competences and values embody.
