Responsibilities and functions
The objectives to be pursued are
- to implement the constitutional principles of participation and subsidiarity
- topromote the constructive integration of representative democracy through the enhancement of society's competences
- to enhance specialautonomy and territorial culture and traditions
- to promote transparent and impartial information
- topromote territorial cohesion through its social dimension and the development of active citizenship
- strengthen the legitimacy and role of communities and municipalities as forums for sharing experiences, opinions and decisions
- reduce the time and cost of implementing public decisions by rethinking decision-making procedures.
How the Local Participation Authority decides
The Authority decides on the admissibility of applications for the activation of participatory processes pursuant to Art. 7 of D.P.G.P. no. 14-48/Leg. of 09 September 2016 according to the following criteria
- relevance of the object and objectives of the participatory process project
- costs of the participatory process in relation to the relevance of the act or decision that is the subject of the participatory process itself
- possible effects that the participatory process may have on the local community and on the growth of social cohesion, as well as on the relationship of trust between citizens and institutions and on the spread of a culture of active citizenship
- validity of the methodological proposal contained in the project
- projects supported by a number of applicants above the minimum threshold.
