Responsibilities and functions
The Province, the Municipalities and the Communities exercise in associated form the functions and activities concerning the integrated management of urban waste, including the collection, transport, recovery and disposal phases. The 'EGATO Trentino Consortium' was created for the associated management of functions and activities concerning waste.
EGATO Trentino is a public body with organisational, administrative and financial autonomy. Its operating rules are set out in the statute, which defines its tasks and working methods. The statute of EGATO is being finalised (August 2025)
The consortium operates according to the rules and objectives of provincial waste planning.
Functions of EGATO
EGATO Trentino performs the following functions
a) organisation and entrusting of the integrated municipal waste management service, including management activities and construction of the necessary plants
b) drafting, adopting and updating the sphere plan, also broken down into sub-areas, which identifies the procedures and methods for achieving the objectives, as well as the objectives themselves, defined in accordance with the reference state and provincial provisions and in line with the provincial planning of urban waste, together with a programme of the necessary interventions. In particular, the ambit plan is aimed at planning the start-up for the treatment of municipal waste, at identifying and building, where missing or lacking, complex technology plants to serve the integrated municipal waste management system according to recycling, recovery and disposal requirements. The area plan also includes a specific investment plan;
c) specification of the demand for service, understood as the identification of the quantity and quality of waste to be sent for recycling, recovery or disposal and, in general, of the overall quality level of the services to be uniformly guaranteed to the users of the territorial ambit
d) adoption of the financial plans, by each sub-area of reference, indicating, in particular, the costs of the service, the resources available, those to be raised, and the revenues deriving from the application of the waste tariff for the period in question. In particular, the financial plans are aimed at guaranteeing the full coverage of the investment and management costs of the service, the latter also including the costs relating to the exercise of the functions falling within their competence;
