Pursuant to Regulation (EU) 2016/2031, the States of the European Union may, upon request and on a temporary basis, authorise the introduction, movement and the keeping and propagation within their territory of quarantine pests or harmful organisms subject to certain measures for which their import into and movement within the Union would normally be prohibited, provided that they are used for purposes relating to official, scientific or educational trials, experiments, varietal selection or breeding. Similarly, Member States may also temporarily authorise the introduction and movement of plants, plant products and other objects used for the above-mentioned purposes.
