Contribution to organic production method certification costs

For theyear 2024, applications may be submitted from Monday 3 June 2024 to 15 August 2024, (deadline extended by resolution no. 995 of 28 June 2024) by using the computerised procedures made available to users on the https://srt.infotn.it portal, which can also be reached from the A4G portal, or by using one of the authorised Agricultural Assistance Centres (abbreviated CAA).

Applications submitted after the deadline will be excluded from access to the planned contribution.

Expenditure incurred after 1 January 2024, and therefore even before the submission of the application for aid,will also be eligible for funding, in view of the fact that some certifying bodies renew contracts with organic operators as early as the first days of the reference year in order to be able to operate immediately.

These subsidies are intended to encourage new operators to join and to help cover certification costs.

The aid is granted as de minimis for organic operators classified as producers and as preparers, as provided for by the EU regulations in force.

The subsidy is granted for a maximum period of five consecutive years, calculated from the date of the first notification submitted in the National Agricultural Information System (abbreviated SIAN) by the organic operator, also taking into account the years preceding the year in which the application is submitted.

Beneficiaries are operators registered in the provincial list of organic operators in the sections of producers and preparers in the Sistema Informativo Biologico (in acronym SIB).

Businesses may apply for aid for the costs relating to the certification of production obtained on land or livestock farms, as well as preparation/processing sites located in the Province of Trento, provided that they hold a business file in the Province of Trento.

The application can be submitted by organic operators, directly using the telematic methods available on the SRTrento platform, or by using one of the Assistance Centres (CAA) authorised for this purpose.

The applicant:

- must have a digital signature;

- must be authorised to operate on behalf of the beneficiary (in case of application entry made by proxies)

The application (already on the SrTrento IT platform) must contain:

(a) name and size of the applicant enterprise

(b) unique farm identification code (CUAA);

(c) indication of the activity (producer, preparer);

(d) location of the activity

(e) estimated amount of control costs;

(f) Control Body (C.O.) chosen;

g) indication as to whether or not an invoice is present at the time the application is submitted as proof of expenses already incurred.

In the decisions granting the contributions, the Unique Project Code (in acronym CUP) will be assigned for each Control Body respectively delegated by the applicants to collect the contribution.

For organic operators registered in the section of producers, enterprises active in the primary sector, the contribution shall be paid in accordance with the provisions of Article 20, paragraph 1, letter b), of Regulation (EU) No. 2022/2472 of 14 December 2022 as amended.

For operators classified as preparers, if they meet the requirements, the contribution shall be paid as de minimis in accordance with Regulation (EU) No. 2023/2831 of 13 December 2023 in accordance with these criteria. For expenses incurred from 1 January of each year and before the submission of the application for the contribution, the same is paid as de minimis under Regulation (EU) No. 1408/2013 et seq. for operators classified as "producers" (agricultural de minimis) and under Regulation (EU) No. 2023/2831 of 13 December 2023 for organic operators classified as "preparers".
