For theyear 2024, applications may be submitted from Monday 3 June 2024 to 15 August 2024, (deadline extended by resolution no. 995 of 28 June 2024) by using the computerised procedures made available to users on the https://srt.infotn.it portal, which can also be reached from the A4G portal, or by using one of the authorised Agricultural Assistance Centres (abbreviated CAA).

Applications submitted after the deadline will be excluded from access to the planned contribution.

Expenditure incurred after 1 January 2024, and therefore even before the submission of the application for aid,will also be eligible for funding, in view of the fact that some certifying bodies renew contracts with organic operators as early as the first days of the reference year in order to be able to operate immediately.

These subsidies are intended to encourage new operators to join and to help cover certification costs.

The aid is granted as de minimis for organic operators classified as producers and as preparers, as provided for by the EU regulations in force.

The subsidy is granted for a maximum period of five consecutive years, calculated from the date of the first notification submitted in the National Agricultural Information System (abbreviated SIAN) by the organic operator, also taking into account the years preceding the year in which the application is submitted.

Eligible expenses are those incurred for the certification process up to a maximum of Euro 2,000.00 for organic operators registered in the producers ' section and Euro 5,000.00 for operators registered in the preparers' section.

For organic operators registered in the section of producers, enterprises active in the primary sector, the contribution shall be paid in accordance with the provisions of Article 20, paragraph 1, letter b), of Regulation (EU) No. 2022/2472 of 14 December 2022 as amended.

For operators classified as preparers, if they meet the requirements, the contribution shall be paid as de minimis in accordance with Regulation (EU) No. 2023/2831 of 13 December 2023 in accordance with these criteria. For expenses incurred from 1 January of each year and before the submission of the application for the contribution, the same is paid as de minimis under Regulation (EU) No. 1408/2013 et seq. for operators classified as "producers" (agricultural de minimis) and under Regulation (EU) No. 2023/2831 of 13 December 2023 for organic operators classified as "preparers".

Preliminary investigation and grant award

The eligibility preliminary investigation and assessment of applications is the responsibility of the Organic Production Office of the Rural Development Policy Service.

For those applications deemed ineligible, the person in charge of the procedure will carry out - in accordance with the regulations on administrative procedure - the formalities concerning the cross-examination with the interested party on the reasons preventing the acceptance of the application and, if necessary, propose to the Director the approval of a measure of non-acceptance.

a) application for payment of the balance, which contains, among other things, the fields to be filled in concerning: the number of checks carried out with the relative period of execution and the declaration in lieu of affidavit concerning the applicability of the withholding tax referred to in Article 28, paragraph 2, of Presidential Decree 600/1973.

The application is digitally signed;

b) invoices issued by the Control Body for the above-mentioned checks duly receipted for the part pertaining to the operator.

The contribution is paid to the Control Body selected and delegated to collect the contribution.

Deadlines

The following deadlines are set

- the deadline for starting and completing the activity for organic certification coincides with the financial year of the reference year;

- the deadline for reporting is set at 31 January following the end of the financial year of the reference year.

The reporting deadline may be extended only once and only for events not attributable to the beneficiary. Failure to comply with the deadline, if extended, will result in forfeiture of the grant awarded.
