Economic support to the unemployed for attending a vocational training course.
The qualification income is recognised if a training need is appreciable and recognisable which is not adequately reflected in the Agenzia del Lavoro's training offers.
The chosen course must be consistent with a training need related to the professional profile defined in the customised service pact stipulated at the Employment Centre, which emerged following the user's profiling.
Amount of income
Qualifying income is granted within the limits of the cost incurred only for the course enrolment/attendance fee and within the maximum amount of 4,000.00 €.
The amount of income that can be granted depends on the hourly duration of the course as follows
- courses up to 60 hours: maximum € 700.00
- courses from 61 to 120 hours: maximum Euro 1,400.00
- courses from 121 to 180 hours: maximum Euro 2,000.00
- courses from 181 to 240 hours: maximum Euro 2,700.00
- courses from 241 to 300 hours: maximum Euro 3,400.00
- courses from 301 hours and above: maximum Euro 4,000.00.
Regardless of the hourly duration, for courses for obtaining category C, D and E driving licences only, the maximum amount is Euro 700.00, while for obtaining the CQC driver qualification card, the maximum amount is Euro 2,000.00.
The qualification income falls into the category of income assimilated to employee income and therefore falls within the scope of IRPEF taxation.
Restrictions
The income is payable subject to the attainment of a minimum attendance of 70 per cent of the prescribed number of hours. In the case of courses for the purpose of issuing licences, patents, authorisations or licences, the qualification income is recognised only upon attainment of such licences, patents, authorisations or licences.
In other cases, the qualification income is recognised only upon issuance by the training provider of a document certifying the skills acquired or a document providing transparency of the learning acquired.
The courses must have a maximum duration of 400 hours (except for those with a longer duration aimed at obtaining formal qualifications and qualification for social and health care figures) and a minimum duration of 30 hours (except for those aimed at obtaining qualifications and/or patents provided for by specific laws).
The courses must be completed within 12 months from the date of the first lesson, with the exceptions expressly provided for in the Labour Policy Interventions Document.
The entity providing the training must be accredited to provide the training by an Italian region/autonomous province, or in any case authorised by an Italian authority to issue licences, qualifications, licences or authorisations in the transport sector and/or patents.
Agenzia del Lavoro may foresee the possibility of admitting the entire delivery of training in synchronous FAD. In this case, the income is recognised only if a final test is provided for and after passing it. Any training undertaken in asynchronous ODL mode is excluded from funding.
The followingare not eligible
- degree, university, doctoral and master's degree and specialisation courses;
- teaching qualification courses in educational institutions of all levels;
- preparation courses for selections/competitions in public administrations or for access to university courses; preparation courses for State examinations;
- courses for recreational boating licences;
- courses dedicated exclusively to learning a foreign language, including Italian;
- courses for category A and B driving licences; safety courses for the prevention service manager or officer (RSPP/ASPP), safety coordinator, safety officer, fire prevention officer and first aid officer;
- courses for which a subsidised registration fee or a public contribution is already envisaged;
- courses costing less than or equal to EUR 100.00.
