State examination for the profession of labour consultant

The certificate of authorisation to practise the profession of employment consultant is issued by the regional employment inspectorate competent for the territory after passing a State exam that must be held before the appropriate regional commissions. The Employment Service is the competent office for the Province of Trento.

The examination sessions are annual and are held in each region according to procedures and programmes established by decree of the Minister of Labour and Social Security, in agreement with the Ministers of Justice and Education, to be issued by 31 January of each year. The decree referred to in this paragraph shall also indicate in detail the qualifications provided for in point d) of the second paragraph of this Article. The examinations must in any case provide for a written test and an oral test on labour law, social legislation and elements of tax law.

Persons who meet the following requirements may be admitted to the State examination:

a) they are Italian citizens or Italians belonging to territories not politically united with Italy or citizens of Member States of the European Union or citizens of foreign States with respect to which a special reciprocity regime applies;

(b) are at least 18 years of age;

c) are in possession of a certificate of good moral and civil conduct;

(d) have obtained a three-year or five-year degree from the faculties of law, economics, political science, or a university degree or a three-year degree in labour consultancy, or a four-year degree in law, economics and business or political science

e) they have completed at least two years of apprenticeship in the office of a registered employment consultant or of one of the professionals referred to in Article 1(1) at least two years of apprenticeship in accordance with the procedures established by decree of the Minister of Labour and Social Security, to be issued within three months of the entry into force of this Law, on the proposal of the National Council referred to in Article 20

Candidates may sit the State examination only in the region or autonomous province of their registered residence at the time of submitting their application, under penalty of exclusion or nullity of the examination

The application for admission to the State examination must be submitted, under penalty of exclusion, exclusively in telematic mode. To this end, the Ministry of Labour and Social Policies makes available on the institutional website www.lavoro.gov.it the procedure for submitting the online application, according to the model attached to this decree.

Access to the on-line procedure will be exclusively through SPID (Sistema pubblico di identità digitale) credentials or electronic identity card, which will also guarantee the candidate's signature on the application.
