For admission to the competition, candidates must meet one of the following requirements:
- be an Italian citizen
- be a citizen of one of the Member States of the European Union
- be a non-citizen of a Member State in possession of a right of residence or permanent right of residence (both valid), being a family member of a citizen of a Member State (art. 38, par. 1, of Legislative Decree no. 165/2001 and subsequent amendments)
- being a third-country national holding a valid EU long-term residence permit (art. 38, par. 3bis, of the D.Lgs. n. 165/2001 and smi);
- be a third-country national holding a valid refugee status (art. 38, par. 3a, of Legislative Decree no. 165/2001, as amended)
- be a third-country national with valid subsidiary protection status (Article 38(3a) of Legislative Decree No 165/2001, as amended).
For admission to the competition, candidates who meet one of the requirements set out in paragraph 1 must also possess
- a degree in medicine and surgery (by 29 November 2023)
- authorisation to practise the profession in Italy by the start date of the course
- enrolment in the professional register of surgeons of a provincial order of surgeons and dentists of the Italian Republic by the date of commencement of the course.
