What it is
Housing rental at "sustainable rent" is a public intervention aimed at allowing families to have a home if they are in a condition of economic difficulty and housing hardship and meet the legal requirements.
Only one application may be submitted on the entire provincial territory directly to the local authority where a dwelling is to be rented.
The application is valid for one ranking only, and in the case of non-allocation of accommodation at a sustainable rent, it may be resubmitted.
The Comunità di Valle and the Val d'Adige Local Authority (Trento Municipality) approve the rankings and propose accommodation to the applicant favourably placed in them on the basis of the actual availability of housing units to be rented at sustainable rents in the area of competence.
If the accommodation is accepted, the applicant signs the relevant rental contract with ITEA S.p.A..
To whom it is addressed
In order to obtain the facility, the applicant must meet the requirements provided for by the provincial law n.15 of 7 November 2005
- Italian citizenship or citizenship of another State belonging to the European Union, or citizenship of a third country in possession of an EU long-term residence permit or a residence permit and in constant employment or a residence permit registered with the Employment Centre lists
- having been a registered resident in a municipality in the Province of Trento for at least three years;
- belonging to a household in possession of an ICEF indicator not exceeding 0.23 points, this index may be increased or decreased by 0.02 points at the discretion of each Local Authority
- absence of ownership, usufruct or habitation of an exclusive right of ownership, usufruct or habitation of adequate housing by the household in the three years preceding the date of submission of the application. The accommodation is adequate if it is equipped with indoor toilets and has not been declared uninhabitable by the competent authority. Housing whose title of availability has ceased as a result of real estate execution is not considered;
- absence of conviction, even if not final, or of application of the penalty at the request of the parties in the cases provided for by Article 3 bis of Decree-Law No. 93 of 14 August 2013 (Urgent provisions on security and for the fight against gender violence, as well as on civil protection and the commission of provinces), converted, with amendments, by Law No. 119 of 15 October 2013
- absence on the part of the applicant and members of the household, in the ten years preceding the date of submission of the application, of final convictions for non-culpable offences for which the law provides for a minimum of five years' imprisonment, as well as for the offences provided for in Article 380(2) of the Code of Criminal Procedure.
The following categories of persons may submit an application for rental accommodation even if they do not meet the requirements as described below
- the person in whose household there is a member with a 100 per cent disability, who requires continuous and specialised care. The application is submitted to the local authority on whose territory the place of care is located, provided that it is more than 50 km from the accommodation in ownership, usufruct or dwelling
- weak persons" with an ascertained degree of disability equal to or greater than 75 per cent, or with ascertained difficulty in performing the daily acts of life or with ascertained difficulty in performing the tasks and functions proper to age, may submit an application for rental even if the members of the household to which they belong own, or have owned in the previous three years, a right in rem of ownership, usufruct or dwelling on other accommodation that is not suitable for the specific conditions of difficulty presented.
The applicant submits the application for the family unit they belong to as shown in the registry office at the time of its submission.
It is possible to submit the application in the name and on behalf of a different household in the following cases
- one or both parents residing in a municipality of the Province of Trento intend to form an autonomous family unit with their children
- the territorially competent social service has ascertained the existence of a need, the satisfaction of which presupposes the establishment of a different family unit
- the applicant is obliged to move away from his/her residence following the order of the judicial authority that has assigned the dwelling to his/her spouse or cohabiting partner.

Before submitting the application it is necessary to obtain the ICEF certificate concerning the economic and financial condition of the household.
In order to obtain the ICEF statement, the citizen must contact one of the counters of the accredited subjects (patronati, Caf, trade unions) by phone appointment.
The ICEF statement is free of charge.
