SME/SAE system: communication for obtaining additional SME/SAE incentives

Appa performs the initial verification of the suitability of the EMS/SAE system of the plants for the production of electricity fuelled by renewable sources (biomasses and biogas), identified by Article 8, paragraph 4, letters a) and b) of the Ministerial Decree of 6 July 2012, in order to allow the operators to access the additional tariff premium of € 30.00 per MWh provided for by Article 8, paragraph 7 of the same decree, disbursed by the Energy Services Manager (GSE). This verification, following the submission of the form downloadable at the link "Communication for initial verification of the eligibility of the EMS/SAE system" and the documentation attached thereto by the operator of the plant, consists in

• ascertaining the completeness of the documentation submitted with respect to the minimum criteria set forth in the regulations for the EMS/SAE system;
• ascertaining the correspondence and congruity of the installed EMS/SAE system with that communicated;
• in performing the analytical verification of the relative Accuracy Index of the SME/SAE system;
• drawing up the final report to be forwarded to the plant operator and the GSE.

Operators of plants fuelled by biomass or biogas, identified by Article 8, paragraph 4, letters a) and b) of the Ministerial Decree of 6 July 2012, having characteristics that enable them to comply with the provisions of "Annex 5" to the same decree.

The plant operator sends the form downloadable at the link "Notification for initial verification of suitability of the EMS/SAE system", complete with the required documentation, to the Provincial Environmental Protection Agency for the purpose of the initial suitability check.

• plan of the installation including a map extract, on an appropriate scale, with the location of the installation highlighted and a plan showing the installation components and emission points
• design of the EMS or SAE, with technical instructions for operation and maintenance, including the location of the system at the combustion plant and the location of the sampling and measurement points;
• procedures for calibration/calibration, data quality assurance and validation of measurements, with documentation demonstrating that the equipment complies with relevant technical standards and reference requirements.
