SME/SAE scheme: notification to claim further SME/SAE incentives

The Appa carries out the initial eligibility check on the SME/SAE system for electricity generation plants fuelled by renewable sources (biomass and biogas), as identified in Article 8(4)(a) and (b) of the Ministerial Decree of 6 July 2012, in order to enable operators to access the additional tariff premium of €30.00 per MWh provided for in Article 8(7) of the same decree, paid by the Energy Services Operator (GSE). This verification, following the submission by the plant operator of the form available for download via the link ‘Notification for initial verification of SME/SAE system eligibility’ and the accompanying documentation, consists of:

• verifying that the documentation submitted is complete in accordance with the minimum criteria laid down by the regulations for the SME/SAE system;
• verifying that the installed SME/SAE system complies with and is consistent with the information provided;
• carrying out an analytical verification of the relative accuracy index of the SME/SAE system;
• drafting the final report to be submitted to the plant operator and the GSE.

To the operators of plants fuelled by biomass or biogas, as identified in Article 8(4)(a) and (b) of the Ministerial Decree of 6 July 2012, which have characteristics enabling them to comply with the provisions of ‘Annex 5’ to that decree.

The plant operator must submit the form – which can be downloaded via the link ‘Notification for initial suitability assessment of the SME/SAE system’ – together with the required documentation to the Provincial Environmental Protection Agency for the purposes of the initial suitability assessment.

The form available for download via the link ‘Notification for initial assessment of SME/SAE system suitability’, comprising:

• plant design documentation comprising a map extract, to an appropriate scale, showing the location of the plant, and a site plan indicating the plant’s components and emission points;
• the SME or SAE design, with technical instructions for operation and maintenance, including the location of the system within the combustion plant and the location of the sampling and measurement points;
• calibration procedures, data quality assurance and validation of measurements, together with documentation proving the equipment’s compliance with the relevant technical standards and reference requirements.
