Request for contribution to the construction of university residences - Provincial Law 9/91

The Autonomous Province of Trento intends to support the construction of new residences for university students, located throughout the province, in order to increase the overall supply of accommodation to be allocated primarily to students who are unable to access rental accommodation on the open market, in accordance with the provisions ofArticle 25 of Provincial Law no. 9 of 24 May 1991, as amended by Article 26 of Provincial Law no. 13 of 30 December 2024.

The subsidised measure is governed by the 'Criteria for the granting of contributions for the construction of university halls of residence - year 2025' (hereinafter Criteria 2025) approved by Resolution of the Provincial Council no. 546 of 17 April 2025.

What it funds

The 2025 Crit eria envisage the possibility of granting contributions for:

1) the refurbishment and extension, as better defined in Criteria 2025, of buildings owned by the proposing party to be used as university residences

2) thepurchase of buildings to be used as university residences;

3) thefurnishing for accommodation purposes, of buildings to be "fitted out" or "purchased".

The buildings (to be fitted out/purchased) may not already be used as university residences, since the objective of the 2025 Criteria is to create new beds (the minimum number of new beds to be created is 20).

Incentive, spending limits and evaluation

The incentive measure is calculated on the expenditure deemed eligible.

The resources made available for the funding of applications were EUR 2 million and were subsequently increased to EUR 7.95 million. The allowable contribution can be up to 49% of the eligible expenditure.

The criteria set limits for the eligibility of expenditure.

Applications are evaluated on the basis of criteria defined in Criteria 2025, with a maximum score of 100 points awarded. Applications receiving less than 30 points are not eligible for funding.

Applications placed in the ranking list are funded until the available resources are exhausted. The notice provides for the possibility of supplementing the initial budget made available in relation to the applications submitted.

Obligations and Constraints

The grantee (= Implementing Entity) must sign an "assignment deed" in which it accepts the obligations and constraints set forth in Criteria 2025 for a period of twenty years concerning

A) constraints on the destination of the building and furnishings

B) constraints with respect to the recipients

B.1 rates

B.2 use of facilities

C) verification of the absence of overcompensation in application of Community regulations for services of general economic interest (SGEI) and in particular European Commission Decision 2021/21/EU.

Public or private entities (including ecclesiastical bodies), foundations, cooperatives, having legal personality and operating on a non-profit basis, with registered office in the European Union and at least one operational office in the Province of Trento.

The application may be submitted by the legal representative of the Applicant or by a delegate of the legal representative.

Application submission

Applications can no longer be submitted: applications could be submitted from Monday 28 April to Monday 9 June 2025.

The application had to be submitted toUMST Housing Resilience, Sustainability, Single Allowance by one of the following methods

- submission by electronic mail or certified e-mail, in compliance with the relevant technical rules and the provisions of Provincial Council Resolution No. 2051 of 14 December 2020, to the PEC address:

residually, by means of

- dispatch by registered post with acknowledgement of receipt (the date of the postmark of the accepting post office shall serve as proof of admission) to the following address:

UMST housing resilience, sustainability, single cheque, via Gilli, 4 - 38121 Trento;

- hand delivery to the secretary's office of the competent structure (via Gilli, 4 - 38121 Trento) from Monday to Friday from 10.00 a.m. to 12.00 noon or at the Province's assistance and public information desks located throughout the territory.

- Grant application (see forms);

- Photocopy of an identity document of the applicant (if the application is signed with a handwritten signature and not in the presence of the employee in charge);

- Business and Financial Plan (PEF-SIEG) (see forms);

- Undertaking to comply with the obligations and constraints specified in Article 14 of Criteria 2025 and to sign the deed of appointment if the grant is awarded (see forms);

- Proxy deed (if the application is signed by a delegate);

- Order of the competent body authorising the submission of the application;

- Articles of Association of the applicant;

- Result of the MUR website consultation for the calculation of the average market tariff;

- Specific documentation for each type of intervention, as indicated in paragraph 9 of Criteria 2025 (and also listed in the grant application form) and listed below:

Type A - Accommodation and extension:

• Preliminary Document for Financing (DPF) or PFTE or executive project, with:
  • technical-descriptive report;
  • time schedule;
  • graphical drawings;
  • estimated metric calculation;
  • economic framework.

Type B - Furnishing:

• analytical cost estimate.

Type C - Building purchase:

• sworn appraisal report;
• architectural drawings;
• estimate of ancillary expenses (notary, tax, etc.);
• (if works are planned: also Type A documentation).

Preliminary investigation and assessment activities begin the day after the closing date for the collection of applications and end within 80 days, subject to any suspension of deadlines for requests to supplement documentation, with the measure approving the ranking list of applications eligible for funding.

The preliminary investigation for the approval of the ranking list of applications eligible for financing consists of two stages: verification of the eligibility of the applications and evaluation of the intervention proposals. The evaluation of the intervention proposals that have passed the eligibility phase is carried out by the competent Structure, which makes use of an Evaluation Team on the basis of the evaluation criteria identified in Criteria 2025.

The grant of the contribution for applications that have been successfully ranked is subject to the submission of the documentation indicated in the Criteria, to be presented within 80 days of receipt of the notice of eligibility for financing.
