Description

The Autonomous Province of Trento intends to support the construction of new residences for university students, located throughout the province, in order to increase the overall supply of accommodation to be allocated primarily to students who are unable to access rental accommodation on the open market, in accordance with the provisions ofArticle 25 of Provincial Law no. 9 of 24 May 1991, as amended by Article 26 of Provincial Law no. 13 of 30 December 2024.

The subsidised measure is governed by the 'Criteria for the granting of contributions for the construction of university halls of residence - year 2025' (hereinafter Criteria 2025) approved by Resolution of the Provincial Council no. 546 of 17 April 2025.

What it funds

The 2025 Crit eria envisage the possibility of granting contributions for:

1) the refurbishment and extension, as better defined in Criteria 2025, of buildings owned by the proposing party to be used as university residences

2) thepurchase of buildings to be used as university residences;

3) thefurnishing for accommodation purposes, of buildings to be "fitted out" or "purchased".

The buildings (to be fitted out/purchased) may not already be used as university residences, since the objective of the 2025 Criteria is to create new beds (the minimum number of new beds to be created is 20).

Incentive, spending limits and evaluation

The incentive measure is calculated on the expenditure deemed eligible.

The resources made available for the funding of applications were EUR 2 million and were subsequently increased to EUR 7.95 million. The allowable contribution can be up to 49% of the eligible expenditure.

    • estimated metric calculation;

Type B - Furnishing:

  • analytical cost estimate.

Type C - Building purchase:

  • sworn appraisal report;
  • architectural drawings;
  • estimate of ancillary expenses (notary, tax, etc.);
  • (if works are planned: also Type A documentation).

Timeframes and deadlines

Preliminary investigation and assessment activities begin the day after the closing date for the collection of applications and end within 80 days, subject to any suspension of deadlines for requests to supplement documentation, with the measure approving the ranking list of applications eligible for funding.

The preliminary investigation for the approval of the ranking list of applications eligible for financing consists of two stages: verification of the eligibility of the applications and evaluation of the intervention proposals. The evaluation of the intervention proposals that have passed the eligibility phase is carried out by the competent Structure, which makes use of an Evaluation Team on the basis of the evaluation criteria identified in Criteria 2025.

The grant of the contribution for applications that have been successfully ranked is subject to the submission of the documentation indicated in the Criteria, to be presented within 80 days of receipt of the notice of eligibility for financing.
