If the preliminary investigation on the parameters involved in the pollution ascertains that the CSCs have been exceeded, even for a single parameter, the proceeding party must immediately notify the competent Municipality and the Province with a description of the prevention and emergency safety measures adopted and, within the following 30 days, must submit the characterisation plan (PdC) to the aforementioned administrations, as well as to APPA.
The PdC is approved within 30 days following its submission, unless an integration or modification is requested. Following the execution of the PdC, based on its results, the proponent prepares the conceptual model of the site. The conceptual site model is used to prepare the site-specific risk analysis (AdR) and subsequently, if the analysis shows an unacceptable risk, the Operational Remediation Plan (PoB).
Both these documents must be approved by the competent administration, which for sites larger than one hectare or falling within the territory of several municipalities is APPA. The request for approval of the PdC, AdR and PoB is filed together with the dedicated form, and requires the application of a revenue stamp as payment of the secretarial fee.
