Reporting of vine propagation material

Professional operators wishing to produce vine plants, or their propagating material, for subsequent marketing on European territory must submit a declaration of production of such material in order to obtain authorisation to market and print the official labels referred to in Article 29 of Legislative Decree No 16 of 2/2/2021.

Description

The EU vine certification scheme has evolved over time to adapt it both to technical and scientific advances and to the needs of the single market.

In the light of the changes introduced by EU Reg. (EU) 2016/2031 and EU Reg. 2019/2072 (as amended and supplemented) with regard to phytosanitary control on particular plant species, the national vine certification rules have also been revised with Legislative Decree 2/2/2021 no. 16.

In the light of this, the nurseryman who intends to propagate vine propagation materials, in addition to registering with the RUOP at the Regional Phytosanitary Service in whose territory his registered office is located and authorising the use of the plant passport, must submit to the Phytosanitary Service in whose territory the sampling and production fields fall, an 'annual production report' in order to obtain authorisation to market and print the official labels for the vine propagation materials declared.

In fact, vine propagation material can only be marketed after it has undergone an official inspection that has ascertained varietal and clonal identity, as well as the absence or minimal presence of certain quarantine and regulated non-quarantine harmful organisms (NRLs).

Finally, the nurseryman is obliged to pay the fees set for the inspections required to issue the certification.

Restrictions

The application is accompanied by two €16.00 revenue stamps.

The competent phytosanitary service issues the authorisation to take the reproductive material from the mother vines of the Certificate and Standard categories deemed suitable and to print the official labels following the positive outcome of the official controls and upon proof of payment of the fees set out in Article 34 of Legislative Decree 16/2021.

The tariff is calculated on the basis of the production yield and the controlled areas according to the following values:

Who it's for

Nurserymen who intend to produce vine propagating material or finished plants to be marketed to professional operators.

Applications may be submitted by nurserymen registered with the RUOP and authorised to issue plant passports.

What to do

With the introduction of Legislative Decree 2/2/2021 no. 16, the submission of the annual production report is computerised.

It is compulsory to use the national platform Vivai Vite(https://vivaivite.regione.fvg.it/vivaivite/ ).

The system manages the entire administrative procedure and access is through authentication with SPID (Sistema Pubblico di Identità Digitale). SPID allows access to the online services of the Public Administration with a single Digital Identity that can be used from computers, tablets and smartphones.

The production report for field materials is unique and must be submitted no later than 30 June of each calendar year.

Special cases

For potted materials, several production reports may be submitted per season. Claims for pots may be submitted from 1 April of each calendar year.

Documents to be submitted

The production report shall contain at least the following information

  • nursery year;
  • identification data of the professional operator (company name, CUAA code, address of registered office, telephone number, PEC address, ordinary email address)
  • RUOP registration code.

In addition, the following data shall be provided for each reporting line

  • plant location data such as: Province, Municipality, location, GPS coordinates (WGS84 format, expressed in decimal degrees);
  • updated cadastral data (sheet and cadastral map);
  • plant data: surface area, year of planting, no. of plants;
  • category of material (Initial, Basic, Certified, Standard);
  • type of material (scions or rootstock);
  • identification of variety and, where appropriate, clone;
  • declaration of the possible existence of a national or Community plant variety right;
  • any notes to support subsequent checks;
  • declaration, in the case of wine grape or dual-purpose varieties, that the obligations for the classification of varieties laid down by Community legislation (CMO wine) are complied with.

The declaration shall be accompanied by at least the following documents

  • documentation certifying the category of the material used for planting (with the exception of the standard category)
  • certificate of soil analysis for the absence of nematode vectors harmful to vines, in application of point 1 of section 3 of Annex II to Legislative Decree No 16 of 2 February 2021
  • detailed plan of the planting;
  • proof of payment of the revenue stamps due;
  • proof of payment of the prescribed tariffs.
