Description
The EU vine certification scheme has evolved over time to adapt it both to technical and scientific advances and to the needs of the single market.
In the light of the changes introduced by EU Reg. (EU) 2016/2031 and EU Reg. 2019/2072 (as amended and supplemented) with regard to phytosanitary control on particular plant species, the national vine certification rules have also been revised with Legislative Decree 2/2/2021 no. 16.
In the light of this, the nurseryman who intends to propagate vine propagation materials, in addition to registering with the RUOP at the Regional Phytosanitary Service in whose territory his registered office is located and authorising the use of the plant passport, must submit to the Phytosanitary Service in whose territory the sampling and production fields fall, an 'annual production report' in order to obtain authorisation to market and print the official labels for the vine propagation materials declared.
In fact, vine propagation material can only be marketed after it has undergone an official inspection that has ascertained varietal and clonal identity, as well as the absence or minimal presence of certain quarantine and regulated non-quarantine harmful organisms (NRLs).
Finally, the nurseryman is obliged to pay the fees set for the inspections required to issue the certification.
Restrictions
The application is accompanied by two €16.00 revenue stamps.
The competent phytosanitary service issues the authorisation to take the reproductive material from the mother vines of the Certificate and Standard categories deemed suitable and to print the official labels following the positive outcome of the official controls and upon proof of payment of the fees set out in Article 34 of Legislative Decree 16/2021.
The tariff is calculated on the basis of the production yield and the controlled areas according to the following values:
