Registration for the Progettone 2027 ranking lists

Four categories of individuals may apply to be included on the ‘Progettone’ ranking lists:

1. individualsapproaching retirement who have been made redundant within the last 36 months from a permanent contract lasting at least six months for objective reasons, those deemed physically or mentally unfit for the role or who have exceeded the permitted sick leave period, or who have resigned for just cause or terminated their employment by mutual consent in accordance with Article 7 of Law 604/1966.
2. individuals approaching retirement who have terminated a fixed-term employment contract (including temporary agency work or intermittent work) due to the expiry of the term, or a contract for services, or self-employment or professional activity, and who have worked for at least six months in the last 36 months, even if not continuously.
3. Unemployed persons aged at least 53 if male, or 52 if female.
4. Women who are victims of violence, as reported by the relevant services.

For categories 1, 2 and 3, specific requirements regarding residence, length of contribution history and employment status apply, as set out in detail in the relevant resolution.

Applications for inclusion on the ranking lists must be submitted to an affiliated welfare organisation, which will provide appropriate assistance with completing the form. Below is the list of affiliated welfare organisations:

For categories 3 and 4, the ICEF ‘poverty indicator’ is required; this will be verified when the score is calculated, once the deadline for applications has passed. The number of weeks of contributions paid will be calculated by the welfare organisation’s administrator.

There are three ways to gain access to and remain in the Progettone system, each linked to a specific ranking list.

Method A – sindividuals nearing retirement (Categories 1 and 2)

The ranking system weights the number of contribution weeks paid at 50% and chronological age at 50%, and is divided into two categories: one for Category 1 individuals and one for Category 2 individuals. The length of service required depends on the number of years remaining until early or state pension age:

• less than 3 years until retirement: participation until pension eligibility is met;
• more than 3 years until retirement: an initial period not exceeding 36 months, renewable for a further 36 months subject to the fulfilment of training obligations and reassignment checks; a further period of participation is possible under the arrangements for the previous category, subject to the conditions laid down.

Option B – Unemployed people aged over 53/Unemployed women aged over 52 and women who are victims of violence (Categories 3 and 4)

The ranking is based 60 per cent on the ICEF ‘poverty indicator’ and 40 per cent on the number of weeks of contributions over the last three years. There are two non-consecutive eligibility periods, each lasting a maximum of 12 months, separated by a one-year period during which the individual is supported by the Job Centre. Any renewed eligibility is subject to the completion of training programmes and checks on re-employment.

Scheme C – Unemployed people aged over 53/Unemployed women aged over 52 and women who are victims of violence (Categories 3 and 4)

The ranking is based 60% on the ICEF ‘poverty indicator’ and 40% on the number of weeks of social security contributions over the last three years. It provides for placement in seasonal work. Participants may remain in the scheme for three consecutive seasons, renewable for a second cycle of three seasons subject to certain conditions. At the end of the second cycle, there is a one-year waiting period before a new application can be made.

The rankings are approved by order of the Head of the relevant provincial department.
