Projects managed by Trentino Sviluppo – Provincial Law 6/2023

The initiatives carried out under Provincial Law No. 6/2023 ‘Measures to support the Trentino economic system’ and managed by Trentino Sviluppo S.p.A. fall within the following areas:

1. business services, governed by the specific provisions for individual initiatives managed by Trentino Sviluppo S.p.A. and implemented through detailed calls for proposals under the “Business Services” section, as well as by the general provisions common to all initiatives;
2. the ‘Acquisition of industrial properties’ area, governed by the specific provisions for individual measures managed by Trentino Sviluppo S.p.A. under the ‘Acquisition of industrial properties’ area and by the general provisions common to all measures;
3. the ‘Plant Acquisition ’ area – currently being implemented.

What is funded and incentives

1) Business Services Area

Subsidies are available for services procured from Trentino Sviluppo S.p.A. relating to the following types of initiatives:

• consultancy services for the development of supply chains;
• training in corporate finance;
• consultancy on innovation;
• consultancy on growth and skills development;
• consultancy on workforce development;
• training and skills development for entrepreneurs;
• joint participation in international trade fairs organised by Trentino Sviluppo S.p.A.;
• joint participation in business missions organised by Trentino Sviluppo S.p.A.;
• consultancy services forinternationalisation;
• training on internationalisation;
• consultancy on setting up new businesses;
• training on setting up new businesses.

The incentive is calculated on the basis of the purchase cost of the service procured. 

The incentive is granted under the de minimis rule in accordance with Commission Regulation (EU) 2023/2831 of 13 December 2023.

The services – and therefore the opportunity to apply for the incentive – are made available through detailed calls for applications drawn up and published by Trentino Sviluppo S.p.a..

2) Industrial property acquisition scheme

The following types of initiatives, carried out after the date of submission of the grant application through the purchase of properties offered by Trentino Sviluppo S.p.A., are eligible for support : 

• the creation of a new operational unit;
• expansion of the capacity of an existing operational unit;
• purchase of an operating unit currently held under a lease, usufruct, loan for use or other arrangement.

The incentive is calculated on the basis of eligible expenditure.

The incentive is granted under the exemption scheme pursuant to Commission Regulation (EU) No 651/2014 of 17 June 2014 and underthe de minimis schemepursuant to Commission Regulation (EU) No 2023/2831 of 13 December 2023.

3) Plant acquisition scheme

Currently being implemented.   

Eligible initiatives must relate to operational units situated within the Province of Trento that meet specific requirements.

Further obligations are set out in the general provisions, which apply to all schemes, and in the specific provisions.

Small, medium and large enterprises that meet the requirements set out in the specific provisions for each individual scheme or in the general provisions common to all schemes.

The requirements include: 

• An insurance policy covering damage directly caused by natural disasters and catastrophic events occurring within the national territory, to the assets specified in paragraph 1 of Article 2424 of the Civil Code (Assets section, item B-II, numbers 1), 2) and 3)), pursuant to Law No. 213/2023 (Article 1, paragraphs 101 et seq., as amended by Article 13 of Decree-Law No. 202/2024 and by Article 1 of Decree-Law No. 39/2025), in accordance with the general provisions common to all measures under Provincial Law No. 6/2023 (point 3, paragraph 5, letter r)).
  An insurance policy is required asa condition of eligibility for applications submitted from:
  • 30 June 2025, for large enterprises;
  • 2 October 2025, for medium-sized enterprises;
  • 1 January 2026, for small enterprises.

Compliance with the obligation to take out an insurance policy is also required for incentive applications submitted before the aforementioned deadlines but for which approval is granted after those dates.

• A collective agreement with its employees, with one of the insurers identified by Provincial Council Resolution No. 1758 of 31 October 2024
• Proofof up-to-date contributions to social security and welfare bodies.

Applications must be submitted to the administering body, Trentino Sviluppo S.p.A., via certified email (PEC).

For the business services sector, the detailed calls for applications drawn up and published by Trentino Sviluppo S.p.a. may specify a different method for submitting applications.
