Ordinances modifying road traffic on SS/SP

Whenever the roadway is affected by excavations, works, occupations, etc., with the consequent and necessary modification of the normal traffic flow, the road owner must issue an ordinance for the modification or suspension of traffic in the area affected by the works. The obligation to apply for the ordinance arises every time the works or activities make it necessary to modify, even partially, the normal flow of traffic by instituting an alternating one-way street, a prohibition of transit, parking, etc., in order to avoid the traffic flowing on the road.

• Public Land Occupation Fee (COSAP) calculated in accordance with the specific Regulations in force according to the specific type, extent and duration of occupation.
• Applications can be made with the start of work (validity of the order) no earlier than 7 natural and consecutive days. The system blocks the submission if this timeframe is not respected.
• It is necessary to be in possession of the "Authorisation for works on roads and their appurtenances as well as on roadside buffer strips and visibility areas (ref. art. 21 C.d.S.)", to be attached to the application. (only in the case of works involving excavations or similar).

Citizens, Companies, Sole Proprietorships, Professionals, Institutions

The user concerned, either personally or with the help of a professional, must log in to the portal using the SPID digital identity (or federated authentication if the user represents a public body).

Through the menu "Practices"⤏"Create New Practice" ⤏ "Ordinance", it will be possible to choose between 2 types of Ordinance

1. Ordinance with Public Land Use Fee - if the applicant is NOT a public body, the issuance of the ordinance will be subject to payment of the Public Land Use Fee (COSAP).
2. Ordinance NO Public Land Charge - if the issuing of the ordinance is requested by a Public Body or other entity acting on behalf of a Public Body.

The portal will guide the user in the compilation of the dossier through some interactive masks aimed at the presentation of the request accompanied by the necessary documentation.

The file will then be examined by the provincial technical services responsible for the road concerned by the works. If necessary, a notice of payment of the COSAP will be sent to the user. This will be followed by the issuing of the order.

The list of documents to be attached to the request is proposed by the portal.

The user can monitor the status of the file within the portal by consulting and downloading the road traffic regulation ordinance, when issued.
