How to obtain the National Identification Code (NIC) for accommodation facilities

The Autonomous Province of Trento has brought its regulations into line with the national ones, incorporating into its own regulations the National Identification Code (NIC) introduced by Article 13-ter of Law Decree number 145/2023 converted, with amendments, by Law number 191 of 15 December 2023.

The Ministry of Tourism has created and manages the database of accommodation facilities (BDSR), also in order to combat irregular forms of hospitality. Through the BDSR, the Ministry has launched a telematic procedure to assign a National Identification Code (NIC) to accommodation facilities and properties intended for short-term rental or for tourism purposes.

The CIN replaces the CIPAT provincial identification code assigned by PAT to accommodation for tourist use.

It iscompulsory to display the CIN outside the building of the accommodation facility or the building in which the accommodation is located. It is also compulsory to indicate it in every advertisement wherever published and communicated.

The CIN code is uniform throughout Italy and is composed of:

• an "IT" prefix and the ISTAT code of the Province (3 characters);
• the ISTAT code of the Municipality (3 characters);
• the ISTAT classification code of tourist accommodation facilities and property units for short-term rental or for tourism purposes (2 characters);
• a random alphanumeric string (maximum 8 characters).

• Managers of accommodation facilities already in possession of the provincial self-classification declaration (in the case of hotels and campsites) and who have submitted the SCIA and managers of non-hotel accommodation facilities who have already submitted the regular SCIA;
• Landlords of accommodation for tourist use who have already made the obligatory communication to the territorially competent municipality.

Obtaining the CIN is subsequent to the presentation of the self-classification declaration, the presentation of the SCIA, and, in the case of accommodation for tourist use, the presentation of the communication.

The CIN must be requested through the BDSR, by accessing the https://bdsr.ministeroturismo.gov.it/ platform with SPID or CIE immediately after fulfilling the obligations provided for by the specific provincial regulations, i.e:

• immediately after the submission of the SCIA to the SUAP of the Municipality (for hotel, non-hotel, open-air accommodation facilities, refuges, agritourisms) and in any case once the provincial STU database has been implemented by the Tourism and Sport Service
• immediately after the submission of the communication for tourist accommodation.

It should be noted that the interoperability between the provincial databases (STU and DTU-Alloggi) and the National Database (BDSR) is asynchronous, and therefore the CIN application in BDSR must be made the day after the data are registered in the Provincial Databases.

Once the data relating to the relevant structure or location have been checked, the application can proceed.
