Health care intervention for humanitarian reasons

Paragraph 3 of Article 17 of Provincial Law no. 16 of 23 July 2010 'Protecting health in the Province of Trento' provides that each year a portion of the provincial health fund, not exceeding a total of 0.5 per thousand, shall be reserved for the financing of health care interventions of a humanitarian nature, and delegates to the Provincial Council the identification of the criteria and procedures for the granting and disbursement of the interventions.
The main objective of the humanitarian health assistance programme is to support the action of public or private entities with an associative structure with social aims and non-profit organisations, based in the territory of the Autonomous Province of Trento, which carry out international cooperation or humanitarian assistance activities, so as to make their aid and support action more incisive for the realities in which they operate. In this regard, particular attention will be paid to those interventions for which public or private organisations with a social purpose and non-profit organisations have been active in raising funds for the purpose of co-participating in the expenses necessary to guarantee the provision of on-site healthcare assistance.

Eligible persons are those who meet the following requirements

• they have the nationality of a non-EU/EEA/CH country
• have their residence in a non-EU/EEA/CH country or a country with a bilateral convention;
• are not enrolled/insured in a foreign health institution of an EU/EEA/CH country or non-EU country with bilateral convention;
• are in poor economic conditions;
• are not present on Italian territory and enter it only to undergo health treatment previously authorised by the Autonomous Province of Trento;
• do not have relatives and relatives-in-law of any order or degree residing in Italy.

Applications for medical intervention for humanitarian reasons are submitted by a public or private (not a natural person) subject to an association with a social purpose, non-profit organisation based in the territory of the Autonomous Province of Trento.

Sending the forms and annexes to the competent provincial service.

1. privacy policy statement pursuant to Articles 13 and 14 of EU Regulation no. 679 of 2016, entitled "INFORMATION FROM THE LEGAL REPRESENTATIVE OF THE ASSOCIATION", duly signed by the legal representative of the association authorised to submit the application
2. photocopy of an identity document of the applicant (if the application is signed with a handwritten signature and not in the presence of the employee in charge)
3. medical documentation proving that the medical intervention which is the subject of this request is of an absolutely urgent nature and whose postponement would result in serious damage to the health of the person concerned;
4. privacy policy statement pursuant to Articles 13 and 14 of EU Regulation no. 679 of 2016 entitled "FOREIGN CITIZEN'S DISCLOSURE", duly signed by the foreign citizen (patient); if a minor, signed by the parent exercising parental authority or legal guardian
5. photocopy of a valid identification document of the foreign national (patient) (in the case of a minor also of the parent exercising parental authority or legal guardian) and of the accompanying person, if provided;
6. documentation regarding the estimated cost of the requested medical intervention (DRG) issued by a medical director of the Trento Provincial Board of Health Services (OPTIONAL)
7. documentation qualifying the entity represented, its aims and any solidarity programmes under which healthcare assistance is requested.
