In order to be able to manage road haulage companies for third parties, it is necessary to obtain acertificate of professional competence, valid nationally and internationally.
The requirements for participation in the examination are:
be of legal age
be resident in the territory of the province (with registry office residence or registration in the Register of Italians resident abroad or normal residence)
not be judicially disqualified or incapacitated;
possess a basic preparation by having - having acquired a secondary school diploma (understood as having obtained, in addition to any five-year diploma, also a three-year certificate, provided that it is issued by State, legally recognised or equal professional institutes) - fulfilled compulsory education and attended an examination preparation course organised by bodies authorised by the Ministry of Transport.
As of 4 June 2012, it is no longer possible to take the examination limited to national transport.
The certificate is obtained by passing an examination at the competent Civil Motor Vehicle Authority based on the applicant's residence and includes two written tests
sixty quizzes, written multiple-choice questions with four answer options (test duration two hours)
an exercise on a practical case (duration of test two hours).
To pass the examination, the candidate must achieve a minimum score
for the quiz test, 30 points (max. 60);
for the exercise on a practical case, 16 points (max. 40);
as well as a total, given by the sum of the marks of the two tests, of not less than 60 points (max. 100).
Any candidate whose total mark in the two tests is less than 60, or who fails even one of the two written tests, i.e. who obtains in the quiz test a mark of less than 30, or in the practical exercise, a mark of less than 16, shall be deemed to have failed.
Those who already hold a certificate of professional competence issued under the previous regulations for national transport only may take a supplementary examination for extension to international transport in order to obtain a full certificate. The supplementary examination is conducted in the same way as the full examination: sixty quizzes and the study of a practical case and a score is determined in the same way. However, the examination syllabus is limited to only the quizzes and the study of practical cases relating to international transport.
The exam questions are prepared by the Ministry of Sustainable Mobility and Transport. Examination preparation texts are on sale in bookshops.
Exam management
The Civil Motorisation Service of Trento organises the examinations of professional aptitude for the carriage of goods by road, with at least three examination sessions per year, as shown in the calendar published on this site. The test is held at the headquarters of the Civil Motorisation Service in Trento at Lung'Adige San Nicolò no. 14. A certificate of professional aptitude for national and international road haulage shall be issued to the person who passes the test, subject to payment of a Euro 16 revenue stamp. A candidate who fails the examination may only retake it after at least three months have elapsed from the date of the failed examination.
Examination preparation courses
Examination preparation courses are entrusted to training organisations accredited by the Ministry of Transport. The training courses have a minimum duration of 150 hours, of which at least 30 hours concern international topics.
The course subjects are: civil law, commercial law, social law, tax law, commercial and financial management, market access, technical standards and road safety.

Non-EU citizens may not self-certify possession of the qualification obtained abroad, but must submit
official translation into Italian of the qualification;
official legalisation of the aforementioned translation and declaration of the value of the qualification issued by the Italian consular authority of the country in which the qualification was awarded.
