Farmers’ Business File

  • Active

The farm file is a document containing information about a farm; it may be in paper or electronic form

Description

Any business that approaches the public administration to apply for grants, subsidies or certifications in the agricultural sector must be registered in the Primary Sector Register.

The Register compiles information on public and private entities, identified by their tax code, engaged in agricultural, agri-food, forestry and fisheries activities, which have dealings of any kind with central or local government. Registration in the Register requires the creation of a farm file.

The electronic farm file comprises all information relating to entities required to be registered in the agricultural register pursuant to Presidential Decree No. 503 of 1 December 1999, which is verified and certified by the Paying Agencies against the information held in the public administration’s databases, including those of the Integrated Administration and Control System (IACS).

The electronic farm file therefore brings together the information and documents constituting the farm’s productive assets, including those relating to the farm’s holdings and tenancy rights. The farm file serves as the valid reference and calculation basis for the purposes of the procedures laid down by EU, national and provincial legislation in the agri-food, forestry and fisheries sectors, without prejudice to the administration’s right to carry out checks and inspections.

To create and update its file, the farm may contact the Authorised Agricultural Assistance Centres (CAA) authorised by the Region or Province and affiliated withthe Provincial Payments Agency (APPAG). The CAA, to which the farm grants a mandate, is responsible for collecting and storing the documentation, and for entering the information into the system. The file manager carries out their duties in accordance with the Personal Data Protection Code.

Who it's for

Public and private entities engaged in agricultural, agri-food, forestry and fisheries activities and which have dealings with the public administration in any capacity.

For entities other than farmers, a simplified file is drawn up; the mandatory information and documentation contained therein is limited to personal details, and no graphical cultivation plan is included.

What to do

For the purposes of compiling the farm file, farms whose registered office – or, in the case of a sole trader, the owner’s place of residence – is situated within the Autonomous Province of Trento must compile the farm file with APPAG, the competent local paying agency.

APPAG has delegated, through specific agreements, the tasks of setting up, updating and managing the farm file to the authorised Agricultural Assistance Centres (CAA) in the Province of Trento.

Once the CAA has been selected, the farm owner signs a single and exclusive power of attorney in favour of these bodies, which assume responsibility towards APPAG for the identification of the farmer, as well as for the completeness, formal consistency and up-to-date status of the information and documents forming part of the farm file.

The owner/legal representative may, by 30 November of each year, revoke the mandate granted to their CAA and sign a new mandate with another CAA, which shall take effect from 1 January of the following year.

A farm that transfers its registered office, or the owner of a sole trader business who transfers their residence to another region or autonomous province, must apply to the competent local Paying Agency to have the farm file transferred.

It is possible to apply for the creation or transfer of a farm file to a Paying Agency other than APPAG, provided that the farm has one or more technical-economic units (UTE) located outside the territory of the Autonomous Province of Trento.

Special cases

Persons other than farmers may, for the purposes of compiling and updating simplified farm records (registration files) only, contact APPAG directly, specifically the Office for Sectoral Interventions and Coordination of Inspections.

To do so, they must submit the following documentation, duly completed and signed, to APPAG at the email addresses appag@pec.provincia.tn.it and appag.utaocmecontrolli@provincia.tn.it:

  • form for the creation/amendment and validation of the company registration file (downloadable from the ‘Forms’ section);
  • in the case of a handwritten signature, a valid identity document of the owner or legal representative of the company/organisation (photocopy);
  • bank statement confirming the bank details (IBAN code) – attaching a copy of one of the following documents:
    • the front page of the current account contract showing the IBAN clearly;
    • the header of the current account statement;
    • a statement from the credit institution.

Should a company require the inclusion of its assets (land, buildings, machinery, etc.), it must contact an Authorised Agricultural Assistance Centre (CAA). The list of CAAs affiliated with APPAG can be downloaded from the ‘Documents’ section of the menu on the left.
