Description

These contributions are intended to finance the costs incurred in the disposal and destruction of dead trout, through the Provincial Breeders' Federation.

The coordination of the Federation will make it possible to control the disposal process carried out by the fish farms in the provincial territory and to organise it, thus reducing costs.

The activity carried out by the Provincial Breeders' Federation benefits all the breeders operating in the provincial territory and makes it possible to protect the environment and to anticipate any health problems of the farms, thus meeting the objectives of the Community fishing policy.

The aid is granted through contributions to the Provincial Breeders' Federation, which organises the collection and disposal service, also taking care of all the bureaucratic and administrative formalities for all the breeders operating in the provincial territory.
Contributions will be granted annually by determination of the manager of the Agriculture Service, subject to the financial resources available in the provincial budget.

Restrictions

PROHIBITION OF CUMULATION

Aid may not be cumulated with other State aid or with other Community support measures in relation to the same eligible costs.

The final beneficiaries of the aid must comply with the rules of the Common Fisheries Policy (CFP) until five years after the final payment, otherwise the aid will be revoked.

Who it's for

Small and medium-sized enterprises active in the aquaculture sector operating in Trentinoare eligible for aid: aid is granted in kind and does not involve direct payments to companies.

Firms in difficulty and firms subject to an outstanding recovery order following a previous Commission decision declaring aid unlawful and incompatible with the internal market are excluded.

Furthermore, operators who have committed one or more of the infringements or offences referred to inArticle 10, of Reg. (EU) No 508/2014 are not eligible for aid.

The application may be submitted by the Provincial Breeders' Federation for all breeders operating in the provincial territory.

The application must contain, under penalty of non-admissibility

- the subject of the request;

- the applicant's identification data;

- Programme of activities concerning the collection and disposal of dead trout from fish farms that the Provincial Federation of Breeders will carry out during the year of reference with a forecast of the quantity to be collected;

- copy of the minutes of the deliberation of the competent body approving the Programme.

♦ Graduation of subsidies.

The amount of the provincial contribution will be 100% of the costs of collection and 75% of the costs of

destruction and disposal of dead animals.

Destruction costs not covered by the provincial contribution will have to be invoiced

to the individual holdings for the collections carried out on their holding.

♦ Eligible costs.

1. The eligible budget contribution is calculated within the limit of the available

funds available in the provincial budget by applying the parameter of € 250.00 per tonne.

2. The following types of costs, already included in the calculation of the

eligible contribution in the estimate:

(a) costs invoiced by specialised companies entrusted with the collection, transport and disposal

of carcasses;

b) the costs of organising the service, actually incurred by the Provincial Federation

Allevatori, up to a limit of 10% of the cost referred to in (a).

♦ Procedures for the payment of the contribution

The following must be submitted for the payment of the subsidies

documentation:

- statement of activity in the reference period including the organisation costs attributable to the activity of collection and disposal of risk material, endorsed by the Board of Auditors and approved by the Board of Directors;

- receipted invoices with a distinction between the cost for transport costs and the cost for

disposal;

- detailed list of all pick-ups and disposals carried out by specialised companies;

- declaration in lieu of affidavit by which the President of the Federation certifies that the disposal costs not covered by the provincial contribution have been invoiced to the livestock farms for the pick-ups carried out on their farms;

- declaration in lieu of affidavit made by the final beneficiary certifying compliance with the rules of the Common Fisheries Policy and that it has not committed fraud within the meaning of Article 10 of Regulation (EU) 508/2014;

2. the contribution will be paid, subject to the cash budget of the Province, as follows

- 50% as an advance on the expenses to be incurred under Article 13, par. Letter b) of Provincial Law no. 4 of 28 March 2003, after the submission of the application

- a further 30% at the beginning of the second semester upon request of the Provincial Breeders' Federation.

- the remaining 20% will be paid upon the reporting of the activities by the Provincial Federation of Breeders.

3. Should the expenses incurred be higher than the eligible expenses, the amount of the contribution granted shall remain unchanged.

If the expenditure incurred is lower than the eligible expenditure, the amount of the contribution will be reduced proportionally.

In the event that the amount of the contribution determined in the balance is lower than the amount already advanced, the Federation shall repay the excess amounts already disbursed, increased by simple interest at the prevailing legal rate, calculated from the date of receipt of the order until the date of actual repayment.

♦ Start, completion and reporting deadlines.

1. The deadline for reporting is 31 December of the year following the year in which the grant is awarded.

2. With regard to extensions and suspensions of the deadlines and for anything not detailed in this point, please refer to the Provincial Council Resolution No. 1980 dated 14/09/2007 and subsequent amendments and additions.

3. In the event of failure to meet the deadline referred to in point 1 above, possibly extended, the grant shall be forfeited in accordance with the provisions of Resolution No 1980/2007 and subsequent amendments and additions.

The action responds to the principles of the FEAMPA programme and to the objectives of the measures implemented in the Province of Trento, in particular to support traditional aquaculture activities in order to preserve and develop the socio-economic fabric and the environment.
