Description
Courses aimed at vulnerable people and those at risk of discrimination, which provide training and/or apprenticeship courses, empowerment interventions, specific activation and accompaniment measures that favour re-motivation, professional socialisation and job placement.
The interventions are financed within the framework of the ESF Operational Programme 2014 - 2020 and are addressed to different categories of recipients, for which specific objectives are outlined:
- A. interventions for labour insertion aimed at people with disabilities: aimed at ensuring effective social and labour insertion, enhancing individual work skills through the use of customised solutions defined on the basis of personal needs and characteristics.
- B. work integration measures for prisoners, persons subjected to alternative forms of detention, former prisoners: aimed on the one hand at contributing to the resocialisation process, providing professionalising elements to facilitate work reintegration and limit inactivity in prison, and on the other hand at directly favouring social and work integration.
- C. work integration measures aimed at people in a disadvantaged condition or with very high employment difficulties or asylum seekers, refugees or holders of protection: oriented towards bringing them closer to the world of work through a process of enhancement of individual potential and socialisation and re-socialisation including work.
- D. work integration measures for women victims of violence: aimed at providing preparatory tools to enter the world of work and specific skills to improve employability.
They are structured in moments of theoretical-practical training in groups or individualised in laboratories or in the classroom, plus possible training and orientation experiences in enterprises/organisations in the area to allow the acquisition of awareness in terms of orientation and socialisation and of work knowledge and skills; they have a course duration that varies from a minimum of 150 hours to a maximum of 300 per capita and can be articulated on one or more paths.
If the articulation envisages the activation of a training and orientation traineeship, the course duration may vary from a minimum of 270 hours to a maximum of 1,260 hours per capita. The duration of the traineeship is between a minimum of 8 weeks and a maximum of 24 weeks, with a minimum of 15 hours per week.
They are aimed at the acquisition of a certification of competences and/or a certificate of the skills achieved in the performance of specific tasks within the production and/or training processes.
Training or apprenticeship allowances
They provide a TRAININGallowance for unemployed or unemployable persons under 36 years of age, provided that they have attended at least 70% of the per capita course duration and at least 70% of the duration of any training and orientation traineeship and have obtained a positive final assessment. The requirements for receiving the allowance (age and absence of employment) must be met at the time of enrolment in the training course, together with an I.C.E.F. (Family Economic Condition Indicator) economic condition indicator that does not exceed the threshold limit of 0.20, calculated for access to the provincial single allowance as per art. 28 of the Provincial Law of 29 December 2016, no. 20 provided for the maintenance, care, education and instruction of minor children and minor subjects equated to minor children pursuant to art. 2 paragraph 2 letter a) of the Decree of the President of the Province of 12 September 2017, no. 15-68/Leg.
The allowance envisaged amounts to EUR 1.50/hour and is admissible only for the hours of actual attendance at the course activities (including the hours of individualised training, excluding the hours of training support and asynchronous fad and excluding the hours of training and orientation traineeship).
If the traineeship is carried out, a training and guidance traineeshipallowance, paid by the promoter, is envisaged, corresponding to the minimum allowance envisaged by the reference provincial regulations, i.e. EUR 70.00 per week or EUR 300.00 per month, against a monthly hourly attendance of 70% of the monthly hours indicated in the training and guidance project.
