Conversion of licences issued by European Union states

It is possible to request the conversion of driving licences issued by EU Member States into Italian licences.

Licences issued by EU Member States are equivalent to the corresponding Italian driving licences. The holder of a valid EU driving licence who has taken up residence in Italy may request conversion of the licence held into an Italian licence without taking the test.

The interested party may choose whether to attribute the remaining period of validity to the Italian licence, without presenting the medical certificate, or to obtain a new period of validity by attaching the required medical certificate to the application for conversion.

The holder of a Community driving licence, with no administrative validity period, must convert the licence held two years after acquiring residence.

Persons holding a driving licence issued by the European Union

• make an appointment at the Driver and Vehicle Licensing Offices by selecting the service CONVERSION OF LICENCES, see section "Digital Channels";
• complete and deliver the documents listed in "Documents to be submitted".

The PAGOPA code associated with the tariff for "Conversion of driving licences issued by States of the European Union" is

• T003 "Conversion of foreign driving licence EU country" (AMBITO TRENTO).

Holders of licences issued by an E.U. state

• complete form TT2112;
• original foreign driving licence and two photocopies;
• two recent passport-size photographs on a white background and bareheaded on non-thermal paper, signed on the back
• fill out form "dichiarazione sostitutiva di atto notorio e certificazione" attesting to the date of first residence in Italy;
• medical certificate with photograph, issued by an authorised doctor and photocopy thereof (only if the interested party wishes to obtain a new period of validity of the licence or in the case of conversion of licences with no expiry date or with an expiry date longer than that provided for by the EU directive in force)
• valid identity document;
• receipt of payment made via PAGOPA;
• if the application is not submitted by the person concerned, proxy on plain paper and valid identity documents, in original or photocopy, of the delegating party and the delegate.

Please note: pending the finalisation of the conversion application, a provisional vehicle registration document will not be issued.
