Conversion of driving licences issued by European Union Member States

It is possible to apply to have a driving licence issued byan EU or EEA country converted intoan Italian driving licence.

Driving licences issued by Member States of the European Union or the European Economic Area (Iceland, Liechtenstein, Norway) are treated as equivalent to the corresponding Italian driving licences. Holders of a valid EU driving licence who have taken up residence in Italy may apply to have their licence converted to an Italian one without having to sit the test.

The applicant may choose either to have the remaining period of validity transferred to the Italian licence, without submitting a medical certificate, or to obtain a new period of validity by attaching the required medical certificate to the conversion application.

Holders of an EU driving licence with no administrative validity restrictions must arrange for the conversion of their licence two years after taking up residence in Italy.

People holding a driving licence issued by the European Union

• book an appointment at the Motorizzazione Civile offices by selecting the ‘DRIVING LICENCE CONVERSIONS’ service; see the ‘Digital Channels’ section;
• complete and submit the documentation listed under ‘Documents to be submitted’.

The PAGOPA code associated with the fee for ‘Conversion of driving licences issued by European Union Member States’ is: 

• T003 “Conversion of foreign driving licences from EU countries” (TRENTO AREA)

NB: Before proceeding with payment, please check that you have selected ‘TRENTO AREA’ and not ‘NATIONAL’.

Holders of driving licences issued by an EU Member State:

• complete form TT2112;
• the original foreign driving licence and two photocopies;
• two recent passport-sized photographs on a white background, with head uncovered, on non-thermal paper, signed on the back
• complete the form ‘substitute declaration in lieu of a notarial act and certification’ certifying the date of first residence in Italy;
• a medical certificate with a photograph, issued by an authorised doctor, and a photocopy thereof (only if the applicant wishes to obtain a new period of validity for their driving licence or in the case of conversion of driving licences with no expiry date or with an expiry date exceeding that provided for by the current EU directive);
• a valid identity document;
• receipt of payment made via PAGOPA;
• if the application is not submitted by the applicant themselves, a power of attorney on plain paper and valid identity documents, either originals or photocopies, of both the person granting the power of attorney and the person acting on their behalf.

Please note: whilst the application for conversion is being processed, no provisional driving licence will be issued.
