Contribution to support the cost of RTOs of Family Districts

The provincial structure in charge of family policies grants a contribution in support of the cost of an organisational technical referee (hereinafter R.T.O.) employed by each Lead Organisation to support the implementation of the work programme of the Family District in which it operates.

During the period from 1 October to 31 October, the Lead Organisations of the Family Districts may submit an application for a contribution to support the cost of the R.T.O. supporting the work of the Family Districts for the following year.

After confirmation of the grant, the contribution is disbursed in two instalments

a. after the application for an advance payment has been sent, the portion equal to 80% of the grant awarded shall be disbursed within thirty (30) days of receipt of the application;

b. after the application for the balance has been sent, the balance is paid within sixty (60) days of receipt of the application.

The Lead Organisations of the Family Districts are the beneficiaries of the contribution. As envisaged in Article 16, paragraph 1, letter b) of the provincial law on family welfare, the organisations may be either public or private, and their role is defined in paragraph 4.2 of the Guidelines.

The application for a grant must be drawn up on the attached form and submitted by the Lead Organisation to the Provincial Agency for Social Cohesion between 1 October and 31 October of the year preceding the year to which the Work Programme relates, with an indication of the estimated cost of the collaboration or service.

The application must be accompanied by

• if the Lead Organisation is a public body, a copy of the order awarding the service, as well as documentation proving the completion of the legal contractual obligation
• if the Lead Organisation is a private entity, a copy of the professional assignment contract, or an estimate of the cost of the R.T.O., if an employee of the Lead Organisation.

The following must be attached to the application for the balance

• self-assessment form of the actions of the Work Programme, based on the standard model prepared by the provincial structure responsible for family policies, with an indication of the percentage of realisation of the actions
• short descriptive report attesting the implementation of the actions of the Work Programme. The report must be accompanied by documentation demonstrating the actual implementation of the activities (publications, information brochures , posters, etc.);
• declaration made pursuant to Article 47 of Presidential Decree 445/2000 certifying the payments made to the R.T.O. or the third party legal entity entrusted with the service.

The application for the annual contribution must be submitted between 1 October and 31 October each year.

The application for an advance payment may be submitted during the year.

The application for the balance must be submitted by 31 January of the following year of the grant.
