Contribution to renovation of property for rental purposes in peripheral, disadvantaged areas

  • Active

If you are a non-profit owner of housing units in need of renovation, located in peripheral and disadvantaged areas, you can apply for a capital grant to renovate them and rent them out to people with housing needs.

Description

This is a capital contribution granted for renovation works (extraordinary maintenance, restoration, conservative renovation and building renovation) on real estate units owned by non-profit entities for the purpose of renting them out at moderate rents to persons with housing needs.

The grant amounts to 40% of the eligible expenditure.

The minimum amount of expenditure eligible for the contribution is €15,000 for each building unit resulting from the renovation work.

The maximum expenditure allowed for each building unit, including the relevant appurtenances and any share of expenditure on the common parts of the building, is defined in the implementation criteria according to the type of intervention and the habitable useful surface area.

Restrictions

In order to maintain the contribution, non-profit entities must:

  • retain full and exclusive ownership and not change the zoning use of the real estate unit subject to the contribution
  • rent the contributed real estate unit to persons with housing needs.

The aforesaid restrictions run, for each property unit, from the date of the first lease agreement and for the following periods

  • 20 years in the case of a grant disbursed in excess of €200,000;
  • 16 years in the case of a grant of between Euro 80,000 and Euro 200,000;
  • 12 years in the case of a grant of less than €80,000.

The non-profit organisations must also identify the persons with housing needs in accordance with the implementation criteria and enter into the relevant lease agreements within 12 months from the date of submission of the financial statements or from the date of termination or non-renewal of the previous lease agreement.

Who it's for

Non-profit organisations that are beneficiaries of the grant (granted by the determination of the manager of the Territorial Cohesion, Housing Policies and Enhancement of Trentino's Social Capital Abroad Service no. 14393 of 16 December 2025) may apply for an advance on the first instalment, an extension and the balance upon payment of the grant.

What to do

Grant advance

Beneficiaries may request the disbursement of the first instalment, up to a maximum of 30% of the total amount of the grant awarded.

On the date of the application, work must have started on all the real estate units eligible for the grant. It is also necessary to attach a surety (bank or insurance), equal to 100% of the amount requested as an advance, to guarantee the completion of the works.

The surety bond is valid until the payment of the balance or until the date of recovery of the unduly disbursed sums; the provincial directives concerning security deposits set up in favour of the Province apply.

Extension of reporting deadline

Before the expiry of the reporting deadline, it is possible to request, for justified reasons, a single extension of the aforementioned deadline for a maximum period of 12 months.

Balance of the grant

In order to receive the balance of the grant, the beneficiaries are required to submit a statement of account of the expenses incurred within a maximum period of 48 months from the date of the grant decision (which may be extended).

At the time of reporting, beneficiaries must have incurred a minimum expenditure of €15,000 for each building unit resulting from the renovation works. Each building unit must also fall within cadastral categories A/2 to A/7.

The report must indicate

  • the expenses invoiced and incurred, starting from the day following the date of approval of the notice;
  • the details of the building permit filed with the municipality;
  • the date of completion of the works
  • any change in the real estate unit (with indication of the new cadastral and land registry data) resulting from the implementation of the works for which the grant is awarded;
  • the full and exclusive ownership of the real estate units covered by the grant;
  • the absence of cumulation with any other provincial or state contributions, with the exclusion of tax benefits, granted to non-profit beneficiaries of the grant for the same type of intervention on the same real estate unit, if the interventions relate to the same planning permission.

IMPORTANT: invoices must be paid by bank transfer to a current account held in the name of the non-profit beneficiary of the grant and both (invoices and bank transfers) must be marked with the CUP code as per the provisions approved by the Provincial Council Resolution No. 728 of 23 May 2024 as amended.

The amount of the grant awarded will be recalculated in the event that the expenses reported or the actual habitable surface area is less than that initially admitted.

Requests for advances, extensions and reporting must be completed using the appropriate forms and submitted in one of the following ways

  • by e-mail (by certified or plain mail) to the box serv.casaecoesione@pec.provincia.tn.it
  • by hand delivery to the Territorial Cohesion, Housing Policies, Enhancement of Trentino's social capital abroad Service or to the decentralised public assistance and information desks of the Autonomous Province of Trento
  • by registered mail with acknowledgement of receipt to the Territorial Cohesion, Housing Policies, and Enhancement of Trentino's Social Capital Abroad Service; in this case, the postmark of the accepting post office shall serve as proof.
