This is a grant awarded to non-profit organisations for the promotion of projects aimed at increasing the availability of housing to be rented on the open market to households with housing needs.
The contribution is equal to 90% of the eligible expenditure up to a maximum limit of €100,000. The contribution thus determined may not in any case exceed the deficit calculated as the difference between income and expenditure.

  • assessment of the housing profile of potential tenants
  • accompaniment and support of relational dynamics between owners and tenants
  • housing education.

Other activities, directly functional to the previous ones, may also be envisaged, such as for example

  • technical/administrative support in the phase of drawing up the lease contract and in related fulfilments
  • technical/administrative support and monitoring during the execution of the lease agreement
  • activation of instruments to guarantee and protect owners
  • any other activity that complements the previous ones and is aimed at better pursuing the purposes of this notice.

Compulsory activities must be prevalent within the project. Any additional activities and their total cost must not exceed 20% of the total eligible expenditure indicated in the financial plan.
The project proposals submitted will be ranked on the basis of the scores awarded during the evaluation process, taking into consideration certain specific elements of the project (content, impact, management), as well as the involvement of the territory. Upon request by the grantee, the following shall be disbursed

  1. an advance of up to one third of the grant amount, subject to the presentation of a bank or insurance guarantee, equal to 100 % of the advance requested, to ensure the implementation of the project activities
  2. a further advance payment of up to one third of the amount of the grant if the entire amount already paid as the first advance payment has been used and upon presentation of a summary report of the activities carried out.

The guarantee is valid until the payment of the balance or until the date of the recovery of the unduly paid sums; the provincial directives concerning the guarantee deposits set up in favour of the Province apply.

Extension of the deadline for the conclusion of project activities

Within three months before the deadline for the conclusion of the project activities indicated by the applicant, it is possible to request, for justified reasons, a single extension of the aforementioned deadline for a maximum period of six months.

Reporting and disbursement

Reports must be submitted no later than 60 days after the deadline for the conclusion of the project (possibly extended).
The report must indicate

  • the description of the activity carried out with an indication of the date of its conclusion
  • the expenses invoiced and actually incurred by the beneficiary and the income earned in relation to the activity being facilitated
  • the criteria adopted for apportioning and allocating the income and overheads of the subsidised activity
  • the attributability of revenues earned and expenses actually incurred to the fiscal years during which the activity was carried out.

The expenditure documentation must be marked with the Unique Project Code (CUP) by the beneficiary, under penalty of ineligibility.
Changes to the content of the project are not permitted.
Changes to the financial plan that relate to offsetting between individual items of expenditure are permitted, provided that the content of the project remains unchanged, subject to the expenditure limits set out in the call for proposals.
If the expenditure actually incurred and reported is higher than the allowable expenditure, the amount of the grant awarded shall remain unchanged; if the aforesaid expenditure is lower, the amount of the grant shall be reduced proportionally and so as not to generate a surplus on the basis of the expenditure actually incurred. If the amount of the contribution thus redetermined is lower than the amounts already advanced, the Grantee shall repay the excess amounts paid, plus simple interest calculated at the legal interest rate from the date on which the grant payment order is issued by the Province until the date of actual payment.
