Cross-border shipments of waste to or from European countries and certain non-European countries: procedures to follow and documentation to be submitted to the competent authority

Description

PLEASE NOTE! On 21 May 2026,Regulation (EU) 2024/1157 came into force, substantially changing the management of cross-border waste by introducing the mandatory use of the DIWASS digital system. To facilitate compliance with the new Regulation, these online pages you will find the key information and updates.

With regard toSISPED (the computerised data collection system adopted by the Ministry of the Environment and Energy Security for inspections of waste shipments authorised via the notification and prior written authorisation procedure pursuant to Regulation (EC) No 1013/2006) this system must continue to be used in the same manner as at present, until further notice from APPA or the Ministry.

The relevant legislation consists ofRegulation (EU) 2024/1157 (hereinafterthe Regulation) and Article 194 of Legislative Decree 152/2006. The procedure concerns obtaining authorisation for the export (or import) to the European Union or to third countries of waste that does not fall within the ‘green list’ within the meaning ofthe Regulation.

If the waste is included in the ‘green list’ within the meaning of Article 18 ofthe Regulation,no authorisation is required; instead, the shipment may proceed directly by completing Annex VII tothe Regulation via the DIWASS portal (see information at the following link).

The authorisation is issued to the Notifier (the person responsible for the shipment) by the competent authorities of dispatch, destination and transit (where applicable).

In the Province of Trento, the competent authority of dispatch (or import) is the Provincial Agency for Environmental Protection – Integrated Environmental Authorisations Unit.

Restrictions

The Notifier must submit the complete application dossier, bearing the required revenue stamp, and pay the fee of €129.11 (to be attached to the documentation submitted via DIWASS).

Once authorisation has been obtained, the use of the “Movement Document for Movements” is subject to a payment of €25.82 for each form requested and the provision of a financial guarantee. NOTE: the“Movement Document for movements” may onlybe used after authorisation has been granted by the competent authority of dispatch.
