Leaving a residential treatment centre for addiction marks a crucial stage in a person’s journey towards reintegration, often characterised by exhaustion and difficulties in finding accommodation or coping with everyday challenges without social support, thereby exposing them to the risk of relapsing into substance use. Reintegration into society is a key part of the therapeutic journey; it is not easy and is often fraught with pitfalls. Setbacks and relapses are part of the journey itself. In addition to continuity of care, guidance, contact and support are essential.
The facility or facilities for social reintegration take the form of a shared residence, organised according to a family-style model, which can accommodate up to six people who have completed the community-based therapeutic and rehabilitation programme and achieved the established therapeutic objectives. The service aims to consolidate the restoration of personal autonomy and to promote social and occupational integration (LEA Art. 35(2)(c)).
Admission requires the individual to commit to an individual plan agreed with the network of services and their community of origin. The individual stays at the accommodation for several months (a period to be agreed within the UVM), whilst awaiting the finalisation of the local support plan.
The service may represent the final stage of a community-based therapeutic rehabilitation programme.
The requirements for the authorisation and accreditation of a new organisation authorised to carry out the functions involved in residential social and healthcare services for social reintegration in the field of substance misuse are set out in Annex 1 toProvincial Council Resolution No. 1289 of 29 August 2025, and Provincial Council Resolution No. 590 of 24 April 2026 setting out the criteria and procedures for carrying out the functions of residential social and healthcare services for social reintegration in the field of substance misuse, in accordance with the provisions of Article 8-quinquies, paragraph 1-bis of Legislative Decree No. 502/1992.

The procedure for granting authorisation and institutional accreditation must be completed within a maximum of 150 days.
Should several organisations be accredited at the end of the preliminary assessment, the Provincial Health Services Authority will carry out a comparative assessment to identify the organisation with which to enter into a contractual agreement, taking into account the following selection criteria:
Applications for accreditation must be submitted by 23 June 2026.
