Description

Leaving the therapeutic community for addiction represents a crucial stage in the person's reintegration pathway, often marked by fatigue and difficulty in finding a home or facing daily problems without relational support, thus exposing him or her to the risk of relapsing into substance use. The requirements for the authorisation and accreditation of a new subject that can carry out the functions included in the residential social-health activity of social reintegration in the field of addictions are indicated in Annex 1 of the Resolution of the Provincial Council no. 1289 of 29 August 2025, and of the Resolution of the Provincial Council no. 590 of 24 April 2026 on the Criteria and modalities for the exercise of the functions of the residential social-health activity of social reintegration in the field of addictions, in accordance with the provisions of Article 8 quinquies, paragraph 1 bis of Legislative Decree no. 502/1992.

More specifically, with reference to the requirements for accreditation, the applicant must

  • have at its disposal, in any capacity, one or more facilities meeting the structural requirements as per D.P.G.P. 27 November 2000, no. 30-48 of 27 November 2000, with an accommodation capacity of 6 residential beds (organised in rooms with no more than two beds each), in which men and women and possibly non-binary persons may be accommodated, to be assessed on a case-by-case basis; the facility(ies) must preferably be located in an urban context, i.e. in a place easily accessible to public transport and where it is possible to access places of work and socialisation with ease in order to encourage the guests' participation in community life
  • guaranteeing compliance with staffing standards in relation to quantitative requirements in terms of operator/user ratio and qualitative requirements in terms of suitability of qualifications and professional qualifications in relation to the service provided;
  • ensuring compliance with staffing standards in relation to quantitative requirements.

In this regard, we indicate the composition of theteam that must be guaranteed:

  • project coordinator: health professional with a five-year degree or a degree in social sciences or social service and with at least 5 years' experience in managing rehabilitation projects in the pathological addiction or mental health sector, who may also perform the functions of "health director" as provided for by DGP 1529/2007 if in possession of a degree pertaining to the health area
  • assistance operators: health professionals in charge of socialisation and rehabilitation activities, in possession of the professional qualification of Terp or Professional Health Educator; as a secondary option, it is possible to cover the need for assistance operators with personnel with a degree in the social/psychological/pedagogical field who have gained at least one year of documented experience in the specific sector in a public service (including professional training and universal civil service) or private authorised and/or accredited in the social/health or social/assistance field;
  • the professional team must be organised in such a way as to guarantee the presence of a project coordinator for 3 hours a week and of an educator or psychiatric rehabilitation technician or other operator, as outlined above, for at least 4 hours a day for 7 days. With regard to the care operators, two daily time slots have been identified during which operativeness must be guaranteed, i.e. indicatively from 8:00 to 10:00 and from 18:00 to 20:00. A minimum operator/user ratio of 1 to 6 must be guaranteed.

The procedure for granting authorisation and institutional accreditation must be concluded within a maximum period of 150 days.

In the event that, at the end of the preliminary investigation, more than one entity is found to be accredited, the Provincial Agency for Health Services will carry out a comparative evaluation aimed at identifying the entity with which the contractual agreement may be stipulated, taking into account the following selection criteria

  • specific experience in the socio-medical field in the area of addictions or adult mental health, as a secondary criterion, in the socio-medical field in the area of addictions and adult mental health, also taking into account the criterion of actual experience in terms of time in the activity performed
  • demonstrated ability to activate accompaniment paths for work, housing, social and family reintegration through the definition and implementation of individualised projects, in a network logic with local institutions, voluntary work, associations, also with the involvement of the structure of origin
  • demonstrated ability to involve the persons concerned and their families in the proposed projects;
  • project proposal that adequately takes gender differences and people's needs into account;
  • evidence of the volume of activity measured by taking into account the overall turnover and the number of people cared for on average over the course of a year by the organisation, broken down by the different areas of activity (social-health and/or social-welfare).
