Authorisation for social reintegration activities in the field of addictions

Reintegration after the therapeutic community is a delicate phase, often marked by housing and relational difficulties, with the risk of relapse. For this reason, accompaniment, support and continuity of care are essential.

Social reintegration facilities organised as collective family residences play a fundamental role, as they accommodate up to 6 persons who have successfully completed the community pathway. The objective is to consolidate personal autonomy and foster social and work integration (LEA art. 35, c.2, lett. c).

Reception envisages an individualised project, shared with the service network, and a temporary stay defined by the UVM, as the final stage of the therapeutic-rehabilitation pathway.

The requirements for the authorisation and accreditation of a new subject that can carry out the functions included in theresidential social-health activity of social reintegration in the field of addictions are indicated in Annex 1 of the Resolution of the Provincial Council no. 1289 dated 29/08/2025, available at the bottom of this page, containing the Criteria and modalities for the exercise of the functions of the residential social-health activity of social reintegration in the field of addictions.

Specifically, with reference to the requirements for accreditation, the applicant must

• have at its disposal, in any capacity, one or more facilities meeting the structural requirements as per D.P.G.P. 27 November 2000, no. 30-48 of 27 November 2000, with an accommodation capacity of 6 residential beds (organised in rooms with no more than two beds each), in which men and women and possibly non-binary persons may be accommodated, to be assessed on a case-by-case basis; the facility(ies) must preferably be located in an urban context, i.e. in a place easily accessible to public transport and where it is possible to access places of work and socialisation with ease in order to encourage the guests' participation in community life
• ensuring compliance with staffing standards in relation to quantitative needs in terms of operator/user ratio and qualitative needs in terms of suitability of qualifications and professional qualifications in relation to the service provided;
• ensuring compliance with staffing standards in relation to quantitative requirements.

Applications for accreditation must be submitted by 28 October 2025.
