Description
Traders intending to export plants or plant products to a country outside the European Community must apply for an export certificate to accompany the goods. This document certifies the exemption of the goods from quarantine pests specified in the legislation of the country of destination, as required by the International Plant Protection Convention (IPPC). In order to issue the certificate, it is necessary for a phytosanitary inspector to check the goods themselves and, if requested by the importing country, to carry out any sampling for laboratory analysis.
The company (PO) interested in exporting plants or plant products must
- be registered in the Official Register of Professional Operators (RUOP);
- have under its control the plant, plant product or other object intended for export
- ensure that it complies with the phytosanitary requirements for importation into the recipient country;
- have adequate facilities for easy identification and inspection of the material to be exported;
- provide the competent phytosanitary service, if requested, with information on the phytosanitary requirements of the third country of destination in one of the official languages of the EU. This information is highlighted on the "Import Permit" that the importing country issues to authorise the introduction of the goods into its borders, thus avoiding rejection.
The Phytosanitary Certificate is valid for 14 days from its date of issue (counted from the date of issue of the certificate against the date of issuance of the export form by the exit customs) and may be in paper or electronic (e-phyto) format depending on the agreements between the countries. The phytosanitary certificate for re-export must be requested when a plant, plant product or other object previously introduced into the territory of the Union from a Third Country where it originates needs to be moved to another Third Country.
The phytosanitary certificate for re-export is not issued unless it is accompanied by the original phytosanitary certificate for export or a certified copy thereof.
The pre-export certificate serves for the exchange of information between EU member countries. It is issued by the country in which the plants, plant products and other objects were grown, produced, stored or processed, and certifies to the EU country of destination that they meet one or more requirements for their phytosanitary status.
Restrictions
Pursuant to Article 56 of Legislative Decree No. 19 of 2 February 2021, for the issuance of phytosanitary certificates for export, re-export and pre-export, it is necessary to make payment of the compulsory fees, identified in its All. III - Section II.
The fee for issuing phytosanitary certificates is 31.5 Euro, of which:
a) 7 Euro for documentary checks per consignment
(b) 7 Euro for identity checks per consignment
c) 17.5 Euro for phytosanitary checks (for a quantity of goods equivalent at most to the load of a lorry, a railway wagon or a container of comparable capacity.
If the consignment is homogeneous and consists of several lorries, wagons or containers, destined for the same importer, an additional EUR 10 shall be charged for each additional quantity of equivalent goods in addition to the price of the individual certificate.
The maximum applicable fee for issuing a phytosanitary certificate is 140 Euro.
If a shipment consists of small quantities, up to
100 kg net weight, the maximum fee per shipment will be Euro 10 instead.
Payment must be made on the PagoPA platform following receipt of the payment notice from the public administration.
