Video surveillance systems required for organisational and operational purposes, for the protection of company assets or for health and safety at work – and which also enable the remote monitoring of employees’ activities – may be installed subject to agreement with the company’s trade union representatives. In the absence of such representatives or in the event of a failure to reach agreement with them, the Labour Service is the competent authority for issuing authorisation for the Autonomous Province of Trento.

The video surveillance system may only be installed once authorisation has been granted. CIRCUMSTANCES FOR AN APPLICATION FOR AN EXPANSION

  • the company intends to install a video surveillance system at an additional local unit or site;
  • the company intends to change the operating procedures of an already authorised system;
  • the company needs to obtain authorisation for additional or new requirements.

Please note that no application or notification is requiredfor modifications to the system that relate solely to technical components ( for example, adding a camera or replacing a monitor) and do not involve changes to the manner of use or the purposes for which the system is used.

Documents to be submitted

Details of two revenue stamps, each worth €16.00, are required. The original revenue stamps must be retained by the company for any future checks.

The following documents must be uploaded as attachments:

  • Risk Assessment Document if the video surveillance system is being requested for health and safety purposes;
  • a list of the operational sites for which authorisation is sought, specifying the address, the activities carried out, the reasons underlying the application, the number of employees at each site and the presence of trade union representatives, if the system is being requested for multiple operational sites;
  • a report on the failure to reach an agreement with the trade unions, should no such agreement have been reached.

Attached files must not exceed 10 Mb in size; only PDF and JPG formats are permitted.

Timeframes and deadlines

The procedure must be completed within 60 days of the date of the application. However, this time limit is suspended in the event of requests for additional documentation made by the relevant department to the applicant.

Following submission of the application to the Employment Service, the applicant will be sent a letter confirming the start of the procedure, containing the name and contact details of the officer responsible for the procedure, from whom further information may be requested. The letter will also include any request for additional documentation.
