Description

Non-repayable contribution granted under the "Exemption Scheme" pursuant to Commission Regulation (EU) No 651/2014 of 17 June 2014, for the implementation of a research and development project in the province, in accordance with Article 5 "Aid for the promotion of research and development" of Provincial Law No. 6/1999.

The enterprise may apply for the grant for expenditure incurred by operating units located in Trentino relating to the implementation of a research and development project, considered eligible for aid by the Research and Innovation Committee, and falling into the following categories

  • technical personnel (excluding personnel with administrative and/or commercial tasks)
  • costs of contractual research, technical expertise and patents (subject to the provisions of point 7 of the general criteria and the 130% limit on personnel costs)
  • depreciation costs of newly manufactured tools and equipment, purchased specifically for the research project, in excess of EUR 1,000, for the period and percentage of use of such assets in the research project;
  • other operating costs such as materials, supplies, services and similar products (amount per unit exceeding 100 Euro);
  • additional overhead costs up to a maximum of 15% of personnel costs.
Eligible Expenditure Limits

The minimum amount of the application must be more than 200,000.00 Euro.

Applications with a value in excess of EUR 1 million will be processed by negotiation procedure and the grant of the contribution is subject to the signing of a negotiation agreement with the Provincial Council, in which the spin-offs on the provincial territory resulting from the implementation of the research project will be identified.

Contribution measure

Subject to compliance with the principle of incentive effect, grants are awarded in a single instalment for applications in the assessment procedure, in 5 annual instalments for those in the negotiation procedure. The subsidies are granted on an exemption basis, with percentages differentiated according to the size of the enterprise, the characteristics of the project and the attribution of any intervention bonuses, as shown in the aid table.

Companies benefiting from the facilities must

  • carry out the research project in accordance with the timetable and procedures set out in the approved project.
  • not transfer the prototypes created through the subsidised research project for a period of three years from the end of the project
  • maintain, within the province, the production of goods or services in the same sector to which the research relates for at least five years following the completion of the project;
  • are subject to specific economic-financial obligations;
  • increase the level of employment in the province compared to that on the date of application

For applications in negotiation procedure, the obligations and constraints on the beneficiary are defined directly in the negotiation agreement.

Who it's for

Small, medium and large enterprises, and in particular the beneficiaries identified in point 2, subparagraphs 1 and 2 of the general rules of the provincial law, which carry out, or intend to carry out, in Trentino activities falling within the ATECO codes identified in table A annexed to the general rules.

In any case, persons referred to in point 4, paragraph 2 of the general rules are excluded.

Access requirements:

In order to be eligible for aid under these criteria, the applicant must meet the requirements set out in point 3, paragraph 1 of the general rules of the provincial law:

  • have an operating unit in the provincial territory, an operating unit being a business structure capable of producing goods and services, both technologically and administratively (see point 3 general criteria for further details on the operating unit)
  • not be undergoing bankruptcy proceedings
  • not be considered to be in difficulty within the meaning of the European Union State Aid Guidelines;
  • be in a position of fiscal regularity
  • not be the recipient of a recovery order from the European Commission for aid declared illegal and incompatible.

The application may be submitted by:

  • Owner/Legal Representative of the company
  • Delegate

Applicants must submit a grant application, including the required documentation, to the investigating body by certified electronic mail (PEC) only.

The documentation must be signed alternatively

  • with digital signature
  • with a handwritten signature, accompanied by an identity document of the signatory

To access the contribution, applicants must submit the following documents

  • technical economic-financial report or, alternatively, for applications in negotiated procedure only, strategic plan
  • cost estimates from suppliers for contract research costs, technical expertise, patents, costs of consultancy and equivalent services;
  • negotiation proposal, for applications under negotiation procedure only;
  • proxy (if any)
  • privacy policy
Attenzione! CUP per le domande presentate dal 22 aprile 2023 con fatture emesse dal 1° giugno 2023

As already highlighted in the grant award notices, in particular for all invoices relating to applications submitted from 22 April 2023 and issued from 1 June 2023, it is mandatory to trace the expenses (affixing of the unique project code - CUP) in accordance with the operational indications provided for by the Resolution of the Provincial Council no. 728 of 23 May 2024. Regularisation is only allowed in the manner provided for therein (in particular electronic integration to the AdE interchange system).

 

Specific consequences are foreseen in the event of non-compliance with the aforementioned operational instructions: if at the outcome of controls/verifications during supervision, the invoices/payment slips are found to be without the CUP (even if incorrectly affixed), or without the declaration in lieu of affidavit or verification certificate, or not regularised in accordance with the above-mentioned resolution, they shall not be considered eligible and shall result in the forfeiture of the corresponding portion of the subsidy and the recovery of any sums already paid.
