Description

Non-repayable contribution granted under the "Exemption scheme" Commission Regulation (EU) No 651/2014 of 17 June 2014, for the first participation in an international trade fair event, including within the European Union, under Article 7 "Aid for the internationalisation of enterprises" of Provincial Law No 6/1999.

Types of measures eligible for aid

The company may apply for the contribution, exempt from tax, for expenses relating to

  • exhibition area rental
  • registration fee as direct exhibitor
  • cost of including the company in the exhibition catalogue;
  • costs for the reservation of exhibition areas;
  • stand design, rental, assembly and adaptation;
  • utility connections (including consumption);
  • stand cleaning;
  • rental of computers, equipment
  • insurance, including non-compulsory insurance;
  • expenses for stand assistants or translators on the stand.
Eligible expenditure limits

For each grant application, the minimum eligible expenditure must be more than euro 40,000.00 and less than or equal to euro 150,000.00.

Contribution measure

Without prejudice to the principle of incentive effect, the facilities are granted in a single instalment and exemption scheme, on the basis of a contribution percentage of eligible expenditure and the size of the enterprise, as follows:

Costs

There are no application costs other than the stamp duty.

Obligations

Companies benefiting from the subsidies must keep the operating unit to which the subsidised services refer within the province for at least three years from the date the subsidy is granted and comply with the obligations set out in Article 16, paragraph 6 of Provincial Law 6/99.

Cumulation

Without prejudice to the cumulation possibilities provided for by point 5 of the general rules of Provincial Law 6/1999 and in any case in compliance with the European regulations on State aids, the submission of an application under these criteria entails the obligation not to benefit from other facilitations for the same initiative, possibly renouncing those already obtained before the granting of the incentives under the provincial law. However, it is permissible to benefit from tax or social security contribution reliefs that do not constitute State aid.

Who it's for

Small and medium-sized enterprises, and specifically the beneficiaries identified in point 2(1) and (2)(a) of the general rules of the provincial law, which carry out or intend to carry out, on the date of submission of the application, activities falling within the codes identified in table A annexed to the same general rules.

In any case, entities that carry out financial, credit and insurance activities are excluded.

Access Requirements

In order to be eligible for aid under these criteria, the applicant must meet the requirements set out in point 3(1) of the general rules of the provincial law:

  • have an operating unit in the provincial territory (an operating unit is defined as a business structure capable of producing goods and services, both technologically and administratively)
  • not be undergoing bankruptcy proceedings
  • not be considered in difficulty within the meaning of the European Union State Aid Guidelines, unless otherwise provided for in the sectoral criteria;
  • be in a position of fiscal regularity
  • not be the subject of a recovery order by the European Commission for aid declared illegal and incompatible.

  • Legal representative of the company
  • Delegate

What to do

Submission of the application

Applicants must submit an application for a grant to the examining body, by certified electronic mail (PEC) only, under penalty of inadmissibility of the application itself and including the required documentation.

The documentation must be signed alternatively

  • with digital signature
  • with a handwritten signature, scanned and attached to the email message together with a copy of the subscriber's identity document.

As already highlighted in the grant award notices, in particular for all invoices relating to applications submitted from 22 April 2023 and issued from 1 June 2023, it is mandatory to trace the expenses (affixing of the unique project code - CUP) in accordance with the operational indications provided for by the Provincial Council resolution no. 728 of 23 May 2024. Regularisation is only allowed in the manner provided for therein (in particular electronic integration to the AdE interchange system).

 

Specific consequences are envisaged in the event of non-compliance with the aforementioned operational instructions: if at the outcome of controls/verifications during supervision, the invoices/payment slips are found to be without the CUP (even if incorrectly affixed), or without the declaration in lieu of affidavit or verification certificate, or not regularised in accordance with the above-mentioned resolution, they shall not be considered eligible and shall result in the forfeiture of the corresponding portion of the subsidy and the recovery of any sums already paid.

Once the grant has been awarded, the contributions are disbursed in a single instalment following the presentation of the documents envisaged in Annex 1 point 2 of the criteria, as well as verification that the subsidised initiatives have been duly implemented.
