Provincial Law No. 12 of 2 November 2022 'Provincial System for Active Labour Policies and the Implementation of Interventions and Services of Public Utility - Progettoone - and Integration of the Provincial Labour Law 1983' (hereinafter 'Provincial Law') reformed the regulations relating to the so-called 'Progettoone', including it among the active labour policies.

By means of this instrument, the Autonomous Province of Trento sets itself the objective of encouraging the social inclusion of persons belonging to particular vulnerable groups, promoting and supporting their full participation in the labour market. These aims are pursued through the implementation of measures for the reintegration into work and the strengthening of employability connected to the realisation of particular interventions and services of public utility.

Pursuant to the provisions of Articles 2 and 9 of the provincial law, for the implementation of the so-called "Progettone" the Autonomous Province of Trento may commission private organisations or their qualified consortia, identified following a public selection procedure, in return for reimbursements which may not in any event exceed compensation for direct costs and overheads associated with the performance of public service obligations, plus a reasonable profit margin.

We are therefore proceeding with the publication of a notice for the acquisition of expressions of interest for the awarding of a three-year assignment relating to the performance of services of general interest, including interventions for reintegration into the labour market and strengthening employability, pertaining to the so-called "sphere of support to health and social welfare services".

The assignment envisages, in particular, the performance of services of public utility relating to activities carried out in support of health and social welfare services to the person, including at public personal services companies (APSP), pursuant to Article 8 co. 1 lett. c) of the provincial law, as better defined in Annex I to the resolution of the Provincial Council no. 2095 of 13 December 2024.

Organisations or consortia thereof, including from other Member States of the European Union, which jointly fulfil all the following conditions are eligible to express interest

• they pursue a mission related to the performance of the services of general interest described
• they reinvest profits in order to achieve the organisation's objectives or, if profits are distributed or redistributed, this is done on the basis of participatory considerations
• have management or ownership structures based on employee ownership or participatory principles or which require the active participation of employees, users or stakeholders.

Expressions of interest may be submitted by organisations or their consortia identified that meet the requirements of general order, professional suitability, and technical-professional and economic capacity in the areas covered by this public selection procedure, as set out in the Notice in paragraphs 3, 4 and 5.

Organisations eligible to participate may also form themselves into temporary groupings.

In order to participate in the public selection procedure it is necessary to express one's interest to the Employment Support and Environmental Enhancement Service (SOVA) no later than 12.00 noon on 9 June 2025 exclusively by certified electronic mail (PEC) or, for cross-border entities, by means of a certified electronic delivery service address qualified in accordance with the eIDAS Regulation, following the specific instructions contained in the Notice in paragraph 6.

NOTICE OF EXPRESSION OF INTEREST - SCOPE OF SUPPORT FOR HEALTH AND SOCIAL WELFARE SERVICES

The expression of interest must be submitted only by filling in the form "Annex A) Expression of Interest", signed as described in the Notice in paragraph 6.

This procedure has a two-phase structure by invitation following expressions of interest submitted by persons meeting the requirements of this Notice, in accordance with the criteria and procedures identified by the Resolution of the Provincial Council no. 2164 of 23 December 2024 referred to in Article 9 co. 2 of the Provincial Law.

The person in charge of this procedure will verify, on the basis of the documentation submitted, the completeness and formal regularity of the expression of interest and of the relative documentation produced by each individual participant.

The admitted parties will receive a letter of invitation to submit a project proposal for the subsequent comparative evaluation procedure phase.
