Redevelopment of historic villages - line A pilot project

For this line of action the Autonomous Province of Trento shall submit its proposal to the competent Ministry by 15 March 2022, as defined in agreement with the municipality concerned. The submission of the candidature will be followed by a negotiation phase conducted by a Technical Committee set up by the Ministry, with the participation of a representative of the Regions, a representative of ANCI and a representative of the associations participating in the Boroughs Coordination Committee. The negotiation process, aimed at verifying the consistency of the project proposals with the processes and implementation schedules of the PNRR, will end by May 2022 with the admission of the 21 proposals for funding and the allocation of resources to the implementing party identified by each individual proposal.

The Trentino municipality chosen by the Provincial Council to benefit from the funding provided by the PNRR for the recovery of a village is Palù del Fersina-Palai en Bersntol. An opportunity that concerns not only the village at the foot of the Lagorai chain, but the entire Mòcheni valley. The entire Mòcheni area, in fact, with its environmental, economic and linguistic-cultural peculiarities, will be able to find new opportunities for revitalisation through the unitary project proposal to be submitted by 15 March next, with the aim of intercepting the 20 million euro budget made available for each Region and Autonomous Province.
Numerous initiatives have been included in a coordinated development plan, aimed at promoting the area and its distinctive elements, starting with the identity of the language and culture of the Municipality, which played a decisive role in the choice of the village to be nominated for funding. The initiatives include the redevelopment of buildings of tourist interest (e.g. stables, barns, mountain pastures and agritourisms, forges, mills), the enhancement of the landscape/territory (for meadows, roads and paths and more), and awareness-raising and incentives for established agricultural activities. But also widespread hospitality, with the upgrading of existing structures (hotels, refuges, mountain huts), incentives for electric mobility, digitalisation and telemedicine. In the field of outdoor activities, there is the development of summer and winter activities (ski mountaineering, trekking, mountain biking, climbing, European path E5) and the care and recovery of structures and infrastructures complementary to outdoor activities and excursions on the Lagorai. One of the objectives is in fact to make Palù del Fersina-Palai en Bersntol a privileged gateway to the Translagorai itineraries. Crucial is the theme of linguistic identity, with the valorisation of the minority language and culture, hospitality hospitality, cultural itineraries linked to the mines, and traditional sheep and goat farming in the farms.

With resolution no. 356 of 15 March 2022, the Provincial Council approved the candidature of Palù del Fersina and the related feasibility study. On the same date, the project was forwarded to the Ministry of Culture. Thus the project announced in recent weeks, together with the four Mocheni municipalities, called 'The strength of the minority: rebirth of a Germanic village south of the Alps' and focused on the development of the entire Mocheni Valley area, is taking shape. The strategy and the individual implementation actions were shared with local actors and citizens through a participatory process.

With decree no. 453 of 7 June 2022, the Ministry has provided for the allocation to the municipality of Palù del Fersina of the amount of 20,000,000 euro for line A of the measure on the redevelopment of historic villages.

The Provincial Council then approved

• by resolution No. 1480 of 12 August 2022, the specification of obligations connected with the acceptance of the financing granted by the Ministry of Culture;
• by resolution No. 1912 of 28 October 2022, the outline of the cooperation agreement between the Autonomous Province of Trento and the Municipality of Palù del Fersina - Palai en Bernstol for the implementation of the project "The strength of the minority: rebirth of a Germanic village south of the Alps
• by resolution no. 1510 of 18 August 2023 the outline of the Public Notice for the support of entrepreneurial initiatives carried out in the municipality of Palù del Fersina within the framework of the PNRR, Mission 1 Component 3 Investment 2.1. for the attractiveness of M1C3 tourism and culture - ACTION LINE A - Pilot Projects for the cultural, social and economic regeneration of villages at risk of abandonment and abandoned.
