Orphan Site Remediation

So-called "orphan sites" are those contaminated sites that have not been remediated by those responsible or by the owners of the land, because they are unknown or in default.In relation to the funding provided for by Ministerial Decree 269/2019, the Autonomous Province of Trento through the Provincial Agency for the Environment (APPA), having assessed the priority requirements and taken into account the indications of the Ministry of Ecological Transition, has identified the following orphan sites present on its territory for the purposes of requesting the necessary resources:


La Bortola landfill in the ai Fiori area in the Municipality of Rovereto (amount € 825,000.00)

former steel mill dust dump in the S. Lorenzo locality in the Municipality of Borgo Valsugana (amount € 660,000.00);

land contamination via Gozzer in the municipality of Borgo Valsugana (amount € 370,000.00) for a total amount of € 1,855,000.00.



The Ministry of Ecological Transition (Directorial Decree No. 177 of 7 October 2021 of the General Directorate for Environmental Remediation), has provided for the commitment in favour of the Autonomous Province of Trento of the amount of € 818,317.03 for the financing of the first of the sites listed above and is preparing the specific agreements with the relative beneficiary Municipality, as the implementing party of the remediation replacement action.
In addition to the financing provided by Ministerial Decree 269/2019, the Ministry of Ecological Transition has activated a further specific measure for the reclamation of orphan sites within the PNRR (measure M2C4, investment 3.4) with the objective, by the first quarter of 2026, of the redevelopment of these sites in order to "reduce land occupation and improve urban redevelopment".
To date, the measure provides for resources allocated to Trentino amounting to approximately €4.5 million. Also on this line of funding, APPA took action, obtaining the inclusion of the following sites in the list of potentially eligible interventions, subject to the state financial availability:


former steel mill dust dump in the locality of S. Lorenzo in the Municipality of Borgo Valsugana (amount € 707,910.62);

contamination of land in Via Gozzer in the municipality of Borgo Valsugana (amount € 489,353.90);

reclamation of the Casotte area in the municipality of Mori - Lot no. 3 (amount € 3,473,936.28);

reclamation of the former Alumetal area in the municipality of Mori (amount € 30,000,000.00);



for a total amount of € 34,671,200.80. For the Alumetal site, even though it is included in the list of eligible sites, there is currently no sufficient capacity of resources.
