Mission 5 - Component 1 - Investment 2.1 - Universal Civil Service

The intervention aims to stabilise the number of voluntary workers and promote the acquisition of key competences for lifelong learning (in line with Council Recommendation 2018/C/189/01) through a non-formal learning pathway for the development of transversal competences (soft skills, personal, social and active citizenship competences).

Description

The role of the Universal Civil Service is proposed in two missions.

The first is in Mission 1, in "Digitisation, Innovation, Competitiveness, Culture", in investment 1.7: Basic digital skills.

The second is in Mission 5 in 'Inclusion and Cohesion'.

The measure is divided into three cycles, each of which takes about two years. The young people will carry out activities at civil service organisations in projects lasting from 8 to 12 months. The first and second cycles are active and regularly running.

The projects are contained in programmes related to the many areas that characterise Universal Civil Service, such as

  • assistance
  • civil protection
  • environmental heritage and urban regeneration
  • historical, artistic and cultural heritage
  • cultural, landscape, environmental, sport, sustainable and social tourism education and promotion
  • agriculture in mountain areas, social agriculture and biodiversity.

Each programme responds to one of the goals identified in the United Nations 2030 Agenda for Sustainable Development and fits into one of the 15 specific areas of action identified in the three-year plan for universal civic service.

Actions are planned to foster greater awareness in active citizenship, with reference to issues such as social cohesion, ecological and digital transition.
