Mission 2 - Green Revolution and Ecological Transition

A profound change to realise the country's green, ecological and inclusive transition by promoting the circular economy, the development of renewable energy sources and more sustainable agriculture.Mission 2 of the PNRR aims to make Trentino greener and more efficient by promoting renewable energy, sustainable agriculture and the circular economy. This plan is crucial for accelerating the country's ecological transition, overcoming the bureaucratic obstacles of the past. Italy has a unique opportunity, given its wealth of natural resources and its exposure to climate risks. The PNRR can push the country towards a more sustainable and competitive future, contributing to the fight against climate change and environmental protection.

Description

Investments under Mission 2 are divided into 4 Components:

  • Component 1 - circular economy and sustainable agriculture, which covers investments and reforms related to waste management, circular economy, support to agri-food supply chains and ecological transition. These reforms and investments are complemented by reforms to increase competition in waste management and local public services under the business environment reform component and to improve water consumption for agriculture.
  • Component 2 - Energy Transition and Sustainable Mobility, which covers investments and reforms in favour of energy transition. It includes reforms to facilitate the authorisation of renewable energy projects and investments in the renewable energy supply chain, hydrogen, biomethane plants and smart grids.
This component is also dedicated to investments and reforms in the field of sustainable mobility.
  • Component3 - Energy Efficiency and Building Renovation, which consists of three main pillars: temporary incentives for energy and earthquake-proof renovation of private buildings, improvement of the efficiency and safety of public schools and judicial citadels, and stimulation of the construction and expansion of efficient district heating networks in urban areas.
  • Component 4 - Land and water resource protection, which addresses a number of long-standing shortcomings in the management of water resources and hydrogeological risks in Italy and adopts a series of measures to preserve biodiversity.

Projects

Projects of other actors in the area and other investments / Opportunities for private individuals

The investment is aimed at strengthening inter-sectoral relations along the production, processing and marketing chains, improving the position of farmers in the value chain and facilitating the participation of operators, including those located in rural or marginal areas, in aggregation processes, helping to counter rural depopulation.

The objective concerns those projects that, by promoting an efficient use of water, through a reduction in losses and a better management of the uses consequent to an adequate measurement of the uses, allow a greater and more constant availability of the water resource for irrigation and are therefore configured as a measure of adaptation of the agricultural sector to climate change, increasing the resilience of the agro-ecosystem.The Ministry has used the DANIA database (National Database of Investments for Irrigation and the Environment) as a reference for the selection of the projects to be financed, as an effective programming tool that allows the involvement not only of the Regions/Autonomous Provinces, but also of the Irrigation Consortia and Authorities, taking into account objective criteria, such as the entity of the water savings ensured, the commitment to the installation of meters for measuring the volumes used, the strategic relevance of each investment with respect to the programming indications of the Local Authorities, and the level of execution of each intervention.
