Mission 2 - Green Revolution and Ecological Transition

The investment is aimed at strengthening inter-sectoral relations along the production, processing and marketing chains, improving the position of farmers in the value chain and facilitating the participation of operators, including those located in rural or marginal areas, in aggregation processes, helping to counter rural depopulation.

The objective of the reform is the simplification and more effective implementation of the National Plan for Water Sector Interventions in order to prevent droughts and mitigate possible and consequent damage, increase the resilience of water systems to climate change, and reduce the dispersion of water resources.

The measure aims to reduce losses in water distribution networks through the modernisation, digitisation and monitoring of water networks in order to promote optimal management of water resources, reducing waste and limiting inefficiencies.

The intervention aims to optimise and complete water infrastructures for the derivation, storage and adduction of the resource, with the objective of increasing resilience to climate change, improving the safety of the existing infrastructure assets and reducing waste.

The objective concerns those projects that, by promoting an efficient use of water, through a reduction in losses and a better management of the uses consequent to an adequate measurement of the uses, allow a greater and more constant availability of the water resource for irrigation and are therefore configured as a measure of adaptation of the agricultural sector to climate change, increasing the resilience of the agro-ecosystem.The Ministry has used the DANIA database (National Database of Investments for Irrigation and the Environment) as a reference for the selection of the projects to be financed, as an effective programming tool that allows the involvement not only of the Regions/Autonomous Provinces, but also of the Irrigation Consortia and Authorities, taking into account objective criteria, such as the entity of the water savings ensured, the commitment to the installation of meters for measuring the volumes used, the strategic relevance of each investment with respect to the programming indications of the Local Authorities, and the level of execution of each intervention.

Improving the energy efficiency of public housing stock, seismic resilience and safety, and social cohesion in public housing stock through seismic improvement or retrofitting projects, energy efficiency and space rationalisation and redevelopment, and the purchase of buildings for temporary accommodation of tenants.

The projects aim to reduce energy consumption by building new district heating networks or expanding existing ones.

The investments are intended to make a significant contribution to the energy saving and emission reduction targets set by Italy's 2030 National Integrated Energy and Climate Plan (NIPEC) and to provide counter-cyclical support to the construction sector and private demand.

The intervention aims at constructing new school buildings so that students can attend modern, green and safe school facilities, i.e. schools that are innovative from an architectural, structural and plant engineering point of view, highly sustainable and with the highest degree of energy efficiency, inclusive, accessible and able to guarantee teaching based on innovative methodologies and full usability of the environments.

The aim of the intervention is to strengthen cycling mobility through the construction of additional kilometres of urban and metropolitan cycle paths, to be connected to railway or metropolitan nodes, in cities with more than 50,000 inhabitants where universities are located.

The projects aim to contribute to decarbonisation and the reduction of greenhouse gas emissions by supporting hydrogen-focused research and development in specific sectors.

The projects aim to initiate an experimental phase for the use of hydrogen in road transport, particularly with regard to long-distance journeys for heavy goods vehicles.

The investment is aimed at fostering the birth and growth of 30 Green Communities, even among themselves coordinated and/or associated, through support for the elaboration, financing and implementation of sustainable development plans from the energy, environmental, economic and social points of view. The plans include, for the 30 pilot Green Communities, the integrated and certified management of the agro-forestry heritage and water resources; the production of energy from local renewable sources, such as micro-hydroelectric plants, biomass, biogas, wind, cogeneration and biomethane; the development of sustainable tourism the sustainable construction and management of the building stock and infrastructure of a modern mountain; energy efficiency and intelligent integration of plants and networks; the development of zero-waste production; the integration of mobility services; the development of a sustainable model for farms.

The measure is aimed at supporting investments in production facilities in the agricultural, livestock and agro-industrial sectors to remove and dispose of existing roofs and build new insulated roofs, create automated ventilation and/or cooling systems, and install solar panels and intelligent flow and storage management systems.The final objective of the measure is to promote the installation of photovoltaic panels with a new generation capacity of 375,000 kW from solar energy.

The investment aims to encourage the reduction of emissions from transport and logistics through the use of electric transport systems and vehicles and by promoting the digitisation of the sector, process innovation and the use of renewable energy.
