Technical Commission for Social Reintegration

The Commission performs governance functions and is composed of the heads of the territorial offices of the Ministry of Justice, the heads of the main provincial and regional services, the Municipality of Trento, the Guarantor of Prisoners' Rights of the Autonomous Province of Trento, two representatives of the third sector and a representative of the voluntary organisations.

Moreover, as provided for in Article 3 of the Protocol, the following Technical Operating Groups (abbreviated GTOs) were activated with the task of drawing up the Action Programmes in their respective fields of competence

• GTO "Social reintegration, family ties and culture".
• GTO "Labour
• GTO 'Health
• GTO 'Minors and young adults subjected to juvenile court measures
• GTO 'Restorative Justice and Criminal Mediation'.

The first meeting of the Technical Commission took place on 5 July 2021 in order to deliberate on the refinement of the composition with the appointment of the representatives of the third sector bodies and the voluntary sector, the constitution of the Technical Operational Groups and the approval of the Technical Operational Groups Regulation.

The Technical Commission is composed of:

• General Manager of the Health and Social Solidarity Department of the Province, as coordinator,
• Guarantor of Prisoners' Rights of the Autonomous Province of Trento;
• General Manager of the Department for Culture Tourism Promotion and Sport of the Province of Trento;
• General Manager of the Knowledge Department of the Province;
• General Manager of the Trento Employment Agency;
• Director of the Office for Prisoners and Treatment - Penitentiary Administration Regional Superintendency (hereinafter PRAP) of Padua;
• Head of the Juvenile Justice Centre for Veneto, Friuli Venezia Giulia and the Autonomous Provinces of Trento and Bolzano;
• Head of the Interdistrict Office for External Criminal Execution, Venice site;
• Director of the Trento Surrounding House;
• Director of the External Criminal Execution Office of Trento;
• Director of the Juvenile Social Service Office of Trento;
• Head of Department III Linguistic minorities, European integration and Justices of the Peace of the Autonomous Region of Trentino Alto Adige/Südtirol;
• Head of the Social Activities Service of the Municipality of Trento;
• two representatives of the third sector, experts in the social and work reintegration of detainees and persons subjected to alternative measures, identified by the provincial general managers of the sectors of relative competence, having consulted the PRAP of Padua, the Ufficio Interdistrettuale Esecuzione Penale Esterna sede di Venezia and the Juvenile Justice Centre for Veneto, Friuli Venezia Giulia and the Autonomous Provinces of Trento and Bolzano;
• one representative of the volunteer organisations operating in the field of prisons and external criminal execution, identified by the provincial director-general of the sector of relative competence, after hearing the PRAP of Padua, the Interdistrict Office for External Criminal Execution based in Venice and the Centre for Juvenile Justice for Veneto, Friuli Venezia Giulia and the Autonomous Provinces of Trento and Bolzano.
