Responsibilities and functions
The Provincial Observatory on Sustainable Mobility, a body provided for by Provincial Law 6/2017 and regulated in Article 10, plays a fundamental role in monitoring the quality and efficiency of the public mobility system, public transport services and other forms of sustainable mobility.
The functioning of the Observatory is governed by internal regulations approved on 21 June 2018.
According to Article 10 of LP 6/2017, the Observatory:
- carries out consultations with stakeholders who request it in order to collect proposals, ideas and needs and prepare a summary document to be submitted to the Province for the elaboration of the provincial mobility plan or an excerpt thereof;
- ensures the smooth running of the participatory process provided for by Article 14 and the other participatory processes governed by this law, as well as the public information conference provided for by Article 6 bis of Provincial Law no. 26 of 10 September 1993 (Provincial Law on Public Works 1993)
- transmits to the Provincial Council and to the competent provincial structure the suggestions of those involved in the implementation of the provincial mobility plan and promotes their collection
- monitors the implementation of the provincial mobility plan, activating forms of quality control based on the users' point of view
- formulates proposals for improving transport services, also on the basis of territorial discussion
- makes proposals to the provincial mobility manager for coordination with the Veneto and Lombardy regions and with the Autonomous Province of Bolzano on the subject of sustainable mobility
- annually approves a report on its activities, which is sent to the Provincial Council and published on the latter's website.
The observatory exercises its functions in the field of public debate and participatory processes until the establishment of an authority for popular participation processes under provincial competence.
